Salford City Mayor Ian Stewart
Back in March (see here), it transpired that the Mayor had dumped his deluxe camper van in the Salford Council staff car park at Turnpike House for over a month, probably without paying for it, while all other staff and the public have to pay to park in Council car parks.
The Mayor's camper van was parked over two spaces, and any other Council employee would be charged 1% of their salary to park there, which, with Ian Stewart's bumper salary of £69,000 would be £69 per month multiplied by two giving a total of at least £138. Did the Mayor pay the fee? Well, there was no sign of a permit on the vehicle which led employees to assume he certainly hadn't.
The Salford Star asked if the Mayor had paid the fee no response. And, following the feature, a resident put in a Freedom of Information request asking the same thing. The response, after eight months (!) of waiting?
"The council can confirm that in respect of your questions above the council is relying on Section 40 (5), which removes the obligation to confirm or deny whether information is held in respect of information which would amount to personal information, if to provide that confirmation or denial would in itself breach the Data Protection Act.
"In accordance with this section, the council neither confirms nor denies that it holds information in respect of your request. The duty in Section 1 (1) (a) of the Freedom of Information Act 2000 does not apply as to confirm or deny whether information is held would breach the Data Protection principles. This should not be taken as an indication that the information you have requested is or is not held by the council."
You what?
A shop steward at the Turnpike House yard also formally asked bosses about the Mayor's camper van and has since been the victim of a vicious witch hunt which almost resulted in him losing his job, and can't be connected, can it? (lots more details to follow in 2015).
The other mystery is how the Mayor actually got his camper van from the drive at his home to Turnpike House, as the vehicle tax disc displayed ran out in March 2012. Surely the Mayor couldn't have been driving it on a public road without tax? Why, that would be totally against the law!
