WHATEVER HAPPENED TO THE MAYOR'S TRANSPARENCY PROMISE?

Almost two months after Ian Stewart promised a more "open and transparent" Council on becoming Mayor of Salford, things seem to be going backwards as virtually none of his 13 Assistant Mayors have produced public reports or forums on what they are actually getting up to all day.

Meanwhile Ian Stewart himself has held just two City Mayor's Briefings with no items on the agenda open to the public. Transparency score so far? 0 out of 10!

The night that Ian Stewart was elected Mayor of Salford he promised a more "open and transparent" Salford City Council. His exact words were…

"We as politicians are not very good at communicating with the public, and the public are making decisions without basic information sometimes. That's our fault as politicians, we need to get better at that. Getting better at communication means that we as a Council must be more open and transparent with the public. I will seek to generate that openness and transparency in future…"

Hmmm… It's now almost eight weeks since the Mayor uttered those words and there's absolutely no sign of any transparency at all. A quick look at the `Access All Meetings' section of the Council's website (click here) reveals that virtually none of the 13 Assistant Mayors have made their activities public and open to scrutiny.

First up is Paula Boshell, Assistant Mayor for Learning Skills and Employment. Click on `Meetings for Learning Skills and Employment Assistant Mayor's Briefing' and there's nowt there but the statement `No forum has been published for this meeting group'

How about Peter Connor, Assistant Mayor for Adult Services and Services for Older People? Click on `Meetings for Adult Services and Services for Older People Assistant Mayor's Briefing' and it's the same statement…`No forum has been published for this meeting group'…

There's also a `No forum has been published for this meeting group' sign up at the `Meetings for Health and Wellbeing Assistant Mayor's Briefing' led by Margaret Morris.

Anyone hoping to get an insight into Mr Stewart's invented art of `Humanegement' will also be disappointed. The `Humanegement and Workplace Reform Assistant Mayor's Briefing' fronted by Paul Dennett as Assistant Mayor for Humanegement and Workplace Reform, did actually meet on 28th May – but there were no items on the agenda at all. Not a bad day's work for someone on over £23,000 a year.

It appears that `Humanegement' has been slapped together with Finance for the longest titled meeting in the universe – the `Joint Assistant Mayor's Briefing for Humanegement and Workplace Reform and Finance and Support Services'.  This meeting did actually happen last Monday, 25th June, but there was nothing about `Humanegement' and, at the previous meeting of this forum the Assistant Mayor for Humanegement wasn't even there. So everyone is still in the dark about what the hell `humanegement' is…or does.

Meanwhile, there's no reference at all to any meetings or reports concerning the Assistant Mayors for International Relations, Technology, Culture, and Transport and City Region.

Just when you thought you'd struck the jackpot with a massive five Meetings for Services for Children and Young People Assistant Mayor's Briefing, led by John Merry, it all turns secret again. There's no minutes published for any of the meetings, and half of them don't even have any reports attached; just a load of meaningless agenda items. The Children and Young People's Dept has also come under fire for the cloak and dagger dragooning of Salford schools to become academies (see here and see here).

The `Meetings for Joint Assistant Mayors' Briefing for Housing and Environment and Strategic Planning' are lumped together but, again, no minutes of previous meetings are published. The Deputy City Mayor has two `briefings' – one for Community Safety, where at its only meeting all items were `closed to the public', and one for Property, where, legally, he's obliged to disclose what's going on.

The Mayor himself has held only two `briefings' – the first on May 28th where all items were closed to the public, and one on 11th June, when, er, all items were closed to the public. There's also been one Cabinet meeting, with only one item on it, concerning the sell off of Salix Homes (see here). And a special forum for Meetings of Mayor Team…but…`No forum has been published for this meeting group'

There's not even any reference to any meetings by the Assistant Mayor for Communication and Community Engagement, led by Lisa Stone. It's a funny way of `communicating' and `engaging' with the community by keeping it all secret…

How the hell can the public hold these councillors up to account if no-one knows what they do all day?

As far as `seeking to generate openness and transparency', Ian Stewart, so far, is failing badly. There's actually less information open to the public than under the previous Council Leader system, as predicted by opponents of the elected mayor concept…

Two months in and the verdict on transparency isn't `could do better' – more like `could at least try to get it off the ground'

PS. Since last year Salford Council has been obliged by the government to disclose all monthly spending over £500 – this information hasn't been disclosed for the last six months…

And we have it...! The definition of 'humanagement': It's the action of manipulating people by telling them one thing but simultaneously having the full intention of doing the exact opposite. E.g, in Salford, the 'humans' (derogatory Labourspeak; spoken with irony and a smirk) have been 'managed' into voting for Labour again, with the assurance that they're a higher priority than the Party. Thank you Mr Stewart, please invent more words, I honestly didn't believe a mayor would be this useful :)

Perhaps we could invite the new mayor to view all these comments and respond. Salford Labour Party have a sorry history where open government is concerned, before he was elected Ian was aked if he had to toe the party line or serve the people of Salford He said he would choose the people every time. Time for some serious action, sack the old guard and bring in some new blood with new ideas.

@CitizenOneill - the irony is that although 75% of the electorate didn't vote, it's 100% who are unrepresented. I think the real question is why the 25% *did* bother to vote - are there this many deluded people around who think we live in a democracy?!?

I noticed this and tweeted on it back on the 14th. In comment... An 'open & transparent' council in Salford would take real reform. How many residents in Salford would be able to attend these briefings if and when they ever occur? A councillor has the uncanny ability to recite every meeting and event attended if you were to accuse them of doing 'nothing', but some are seemingly unable to inform residents of these meetings/events beforehand. Does cllr collinson believe the saviour of democracy would be a Conservative on the cabinet? I think we need to examine seriously why the 75% of the electorate didnt vote?

I also agree,the SCC access all meetings section is partically useless-it often doesnt even have minutes of previous meetings attached-when you ring they always say its down to the IT dept. If you click on to meeting list you find that over half the meetings on the list are obsolete, they havent met for years-so why not remove them? I recently contacted one of the new assistant mayors to enquire how the first meeting of their area of responsibility had gone-not even had a response!

I can only agree with what has been said above. As a member of the only Opposition Group within Salford City Council, the openness and transparency is seriously lacking as no-one in the Conservative Group has been offered a position on the Mayor's team. Democracy is now non=existant. Mr Stewart said last week at our Policy Day that he is aware that a sizable number of the electorate voted Conservative. However, apart from in the wards where they represent their residents, there is no Conservative representation for residents on the Mayor's newly created team.

I believe it's gone quiet while they're compiling their additions to the Newspeak dictionary to go with 'humanagement'. E.g. A new army of volunteers has been trained this week to accompany people going to DWP disability assessments to ensure they are treated fairly and gets their rights to state help.

"I think it's very important that people are there to stand up for those who are not necessarily best able to defend themselves in a benefit system that is set up basically to catch people out; force them off benefits" explained Ben Clay, who was one of the volunteers at the training course organised by Salford Unemployed and Community Resource Centre.

SALFORD COUNCIL SET TO BORROW £25MILLION TO MAKE TOWER BLOCKS FIRE SAFE

£25MILLION FOR NINE PENDLETON BLOCKS AS PUBLIC MEETING CALLED ON FIRE SAFETY

Salford City Council is set to borrow £25million in order to sort its nine Pendleton high rises, after they failed consecutive Government fire safety tests. Who ultimately pays for the work, a Council report states, is "likely to be the subject of dispute", although it believes that Pendleton Together is liable.

Meanwhile a public meeting for residents will take place next Tuesday, 22nd August at Salford Arts Theatre, with speakers from the Justice4Grenfell Campaign, Salford City UNISON and the Fire Brigades Union.

UNISON ACCUSES SALFORD COUNCIL OF LYING TO JUSTIFY SHUTTING DISABLED KIDS HOME

'INACCURACIES' AND 'LIES' IN COUNCIL ATTEMPT TO SHUT THE GRANGE – AS STRIKE BALLOT LOOMS

Next week, Salford City Mayor, Paul Dennett, will make a decision on whether or not to shut The Grange, Salford's only residential care home for disabled children.

The Council report recommending the closure has been slated in new counter reports from both the families of children at The Grange and Salford UNISON, which accuses the Council of 'inaccuracies', including over unfilled places... "The so-called lack of demand for The Grange is a lie to justify a cut" it states. The report adds that UNISON members "are willing to consider industrial action in defence of their jobs".

NEW SALFORD COUNCIL STADIUM LOAN WILL TAKE TOTAL TO ALMOST £25MILLION

SALFORD COUNCIL TO HAND ANOTHER £632,000 LOAN TO AJ BELL STADIUM

This week, cash-strapped Salford City Council is set to agree another loan of 'up to' £632,500 for its City of Salford Community Stadium, branded the AJ Bell Stadium.

This will take the current total amount of Council loans for the Stadium - which made another huge loss last year and has net liabilities of over £7million - to almost £25million.

Young film makers from the Reporters' Academy in Salford have made a short film about reporting poverty, aimed at journalists who jump on the poverty porn bandwagon.

A variety of people are interviewed in the film about their experiences, urging journalists to have the whole picture on poverty before reporting crap.
