SALFORD CITY COUNCIL SETS £1.2MILLION ASIDE FOR BUILE HILL MANSION

Star date: 3rd February 2020 £1.2MILLION FOR MANSION – BUT DOES IT BRING RESTORATION ANY CLOSER? Salford City Council has set aside £1.225million for the Grade 2 listed Buile Hill Mansion in its 2020-21 capital budget, but it won't cover the estimated £5million full cost of restoring the building that has been derelict for twenty years. The Council has also put aside £2.220million for its Embankment office block near Manchester Cathedral, £3.397million for its Derive housing company and £22.237million for 'housing development and delivery'. Is there an election coming up? There certainly is, as every single local ward seat and the post of elected Salford City Mayor is up for grabs in May. This may account for Salford Council setting what it calls a 'no cuts budget' for this year (further details to follow*), and setting aside £1.225million in its capital budget for Buile Hill Mansion. In December, the Salford Star gave the Council The Rome Wasn't Built In Two Decades Award..."While fifty storey apartment blocks, shiny office complexes and cycle lanes are built nearly overnight throughout the city, almost twenty years after it shut as the Mining Museum, the Grade 2 listed Buile Hill Mansion remains derelict in a shocking indictment of attitude from Salford City Council..." Now, it looks like this £1.225million might go some way towards possibly either matching the estimated £5million bill to renovate the Mansion, or to ensure that the building doesn't deteriorate any further. There is absolutely no explanation as to what this sum will pay for – except that the Council is to borrow £1.1mllion, while expecting a grant of £125,000. Back in September, after consultations on the Mansion's future by both Salford Council and developer Capital and Centric, the company's Tim Heatley said "The important thing is that everyone keeps talking so that we make sure something happens..." Today, in the absence of any discussions with the Council for a number of months, Tim believes that the £1.225million might just maintain the status quo... "Unfortunately that sum won't restore it" he told the Salford Star "Internally it's in a bad state of disrepair – you could spend a million quid just on fixing the big holes in the floor or repairing the roof; it might just be for emergency remedial stuff." The last news was that the Council was going to bring some land in Ordsall to the market, invite expressions of interest from developers - of which Capital and Centric would be one – and the use the receipts to fund the restoration. "The remedial work would be sensible" Tim adds "but at the same time it would be good to get on with bringing it back into public use. Arguably a million quid doesn't unlock the building, but it just highlights that if nothing happens to the building it is just going to go on sucking a million quid out of the Council's budget every five or ten years while not offering anything back. That would be a shame. "At present I'm just sat on my hands waiting for someone to say 'Go for it'" he explains "And we will be putting an expression of interest in on the Ordsall land that will hopefully kickstart the real restoration of the Mansion." Meanwhile, Mary Ferrer, Deputy Chair of the independent Buile Hill Mansion Association, says that "It's looking positive for the Mansion. Our group is up and running, we're working alongside the Council and we're looking for a Plan B if the Council's Plan A doesn't work." This election year it looks like something might actually begin to start moving, after two decades of dereliction... To put the Council's £1.225million into perspective, it also plans to spend £2.22million for its Embankment office block near Manchester Cathedral, according to its capital spending budget for this year, £3.397million for its Derive housing company (borrowing £2.02million) and £22.237million for what it calls 'Housing development and delivery', again without any explanation. The RHS Garden Bridgewater in Worsley has £6.705million set aside (with grant funding of £5.78million), what it calls 'City Centre Salford' (Chapel Street et al) gets £22.56million (£22.1million grant funded), Salford Quays and Media City gets £8.963million (£8.781million grant funded) and 'Strategic Connections' (no explanation) get £13.276million all grant funded. Also The Lowry gets £274,000 'investment', Pendleton Leisure Centre gets £625,999 and £4.16million has also been earmarked for Low Carbon projects, including £3.076million for 'unlocking clean energy in Greater Manchester'... While all this funding is coming from the Council's Capital Account, all the interest from loans that Salford Council takes out for capital projects comes from the Revenue Account which pays for front line services...

| Why waste 1.225million quid on this just basically tidying it up for about 5years, then in about another 5/6years spend another 1million quid on it again. NO POINT. Why not just flatten it with a big challenger tank. This building is beyond repair now. BULLDOZE THIS EYESORE.. Salford council should use this 1.225million on park improvements in making the dire awful buile hill park up to scratch. Firstly the car park is just a small bit of gravel, build this bigger and better with spaces for 500cars and make it a car park where it's 3quid to park up for 2hours, that will raise about 500,000grand to a million quid a year, and put all double yellow lines around the inside of the park. This can be policed by 2 little hitlers (traffic wardens) around the park and let em fine the motorists that don't go on the car park and pay the 3quid, the fines should bring in another 100,000 a year in parking fines.. Secondly, a new bigger lovely mansion will arise and be built. At the back of the new mansion(the old depot) will be like the RHS Bridgewater in Worsley, the back gardens will be full of nice flowers and lovely scenic gardens. Also charge people 3quid each to go in the new mansion and the new gardens. This should rake in more than a million quid a year.. Thirdly, bring back the old pets corner that went 20years ago, make it a really big zoo and charge people 3quid each entrance as well. That should rake in over 500,000 a year. Also this park needs a new bigger playarea with a big crazygolf area, a few cafe's and get the golf course area up and running again and charge people 100quid a year to use it. Get public toilets(bogs) and a park keeper to keep this park up to scratch. Once this buile hill park is all done and there is lots to do here, People would stay here for hours in this park while the council is charging them 3quid for every 2hours spent in the car park, all money going into the council piggy bank. That's it. |

| Good point about Felsey's wealth.I don't know if he is rich or not. I just guessed he was because people were saying he was.He is certainly not poor. I met him once years ago. He is a sociable, friendly sort of guy. Smart dressed, very intelligent, and quick thinking. I for one do not care what he is worth. good luck to the man. Anyone who is an enemy of our council is a friend of mine. Come on Felsey, if the torys can take Burnley, Bolsover .Leigh,Scunthorpe and Grimsby, can they not take Salford? As you all know, I am not fond of the torys, but just think, it would certainly get Miss Becky's knickers in a twist if Labour lost Salford council,especially if she won the Labour leadership as I predict. |

| First we were talking about 4 million no its about 5 million to refurb this place. Whist capital and centric are expert at building new luxury towers using the slip form concrete system,something I know FA about, are these people expert at renovating old shitty buildings? The lads they have on the new high rises will not be familier with this old crap.The guys who are experts in this field are the lads who used to do all the grant work down Langworthy and Brouhton before pathfinder. Perhaps the deputy chair of the Buille Hill Mansion group should just do a little bit of fact finding and talk to these small builders. I know for a fact that she knows who they are.They were her ward constituants when she was a councilor and she knows some of them personally.She knows where to find them, they all used to drink in the boozer closest to her house.They will put her straight on the costings. Whoever does the job though, if they're looking for a bricky, count me out, I have done enough mucky work to last a lifetime. |

| People can crowdfund for Christmas presents, holidays, boob jobs etc, my goodness even Felse crowdfunds to start up his new companies, so why can’t we crowdfund this? If every Salford resident puts in at least £1 we can raise a lot. I’m sure Felse with all his wealth can put his hand in his pocket, no, not for a quick fiddle, to reach for his fat wallet! |

| The issue here is the Council faffing about, at least Capital and Centrica have a plan, I went to their public consultations and their ideas and track record are good, google them. Salford’s track record isn’t. Let’s point the finger in the right place. Only in Salford would we get a situation where a home grown developer tries to help and Salford Council can’t get themselves organised. |

| The manchester town hall is getting a whopping 330 million for restoration work. The manchester museum on Oxford rd is getting over 4million in LOTTERY FUNDING for restoration and a extension. The islington mill in salford is getting 746,000grand in LOTTERY FUNDING. The astley coal museum down the east lancs is getting LOTTERY FUNDING. Every year old buildings and good causes that will benefit people get money from The LOTTERY, why not this one. The buile hill park mansion is getting Jack shit.. The other day, me and a mate of mine, a dog walker, went in buile hill park and we went around this mansion, WHAT A FU**kING MESS it had become. I DEMAND and URGE(famous felse sayings) the council bullshiters stop farting and do something about this decaying, boarded up, and embarrassing mansion. This 1.225million quid will just get wasted tidying it up and making it more secure for another 5years. I can see this being demolished in a about 5years time.. Give me a big challenger tank and I will do it. |

| Ok , very rough rule of thumb, labour and materials 50-50. so thats 612500 quid for labour. thats about a year and halfs work for ten blokes. Will they tell us what they are going to do with this cash? will they bollocks.!.225 million looks an odd number, it looks like its for a specific purpose. Steve , please do us a favour, could you phone the people up who are doing the theatre project. Can you ask them what they could do with 1.225 million quid? At a rough guess, the theatre is a lot bigger and needs more work doing. Lets see what the theatre people have to say. |

Salford Labour must vacate, let 63 new Councillors and one gifted talented visionary New Mayor do the job of making Salford the winning post Brexit Conservative City. Let us get the job done. I have watched in horror for 20 years seeing Salford overtaken by hate, abuse, destruction and the gutter mentality of Labour momentum activists. No longer. |
