SALFORD COUNCIL TAX TO RISE BY 4% AS ‘NO CUTS’ BUDGET DECLARED

Star date: 4th February 2020 SALFORD COUNCIL TAX SET TO RISE BY 4% - WITHOUT THE GM MAYOR ADD-ONS Council Tax bills in Salford are set to rise by 4% from April, with an extra 2% for adult social care and a 2% core increase. This is without Andy Burnham's GM Mayor 'precept' that will increase tax by £14 per year in Band D properties. The Council states that, as a result of this, increased Government funding and other 'savings' it will pass a 'no cuts budget', although details are incredibly sparse. Full details here...

At tomorrow's meeting of Salford City Council's Overview and Scrutiny Board, a mere three page report outlines a proposal for a 'no cuts budget' to be passed by full Council later this month. Fine details of this are incredibly sketchy, with an original cuts requirement of £14.96million for the financial year 2020-21 cut back to just over £1million, thanks to additional Government funding and Council Tax collection, before subtracting £8.49million for what the Council calls a 'three year smoothing strategy' – just in case funding streams change. This leaves a 'savings requirement' of £9.8million for 2020-21, to be offset by Urban Vision savings (£1.23million), 'integrated fund contribution' (£4.4million), 'GM business rates growth share' (£2.4million) and 'Levy adjustments' (£1.76million) – which leaves a grand total of nil cuts, although the Council report adds that "the council will need to achieve the efficiencies and savings set out in the table to achieve a balanced position..." So, it looks from the outside like a lot of money is coming in from Greater Manchester to offset cuts – but Greater Manchester Combined Authority itself is increasing its 'precepts', or add-ons, to the Council Tax bill, with Andy Burnham's General Mayoral 'precept' of £7.75, plus the 'precept' for the Fire and Rescue Service set to add a further £6.25, making a total of an extra £14 for Band D properties. At the same time, Salford Council Tax bills are set to rise by 4% from April (an extra 2% for adult social care and a 2% core increase) plus that £14 for the GM Mayor precept in Band D properties (other bands will be less or more). Other than this, there are no fine details of how budgets for front line services will pan out, nor how these savings have been achieved. To get the details, residents will have to sit through a three hour meeting tomorrow where Lead Member councillors will be speaking about their departments. Why this couldn't be in the form of written reports only the Council will know. Meanwhile, the full costings and savings details will have to be set before a meeting of the full Council at the end of the month. | The Brexit Academy is Felses company, you know, the one he tried to crowdfund to set up. If it’s set up to bypass election expenses laws then Tim you are admitting that Felse is up to no good. By the way, neither Tory nor UKIP want Felse and I have that from the horses mouths. |

You need to know my Jewish heritage caused me to visit Auschwitz with my gay partner of 35 years. We were chilled to read three pages of both our relatives over 60 family members murdered in that horror camp. | Think the cat is out of the bag. Looking at the Salford Council budget draft statement written by Mayor Dennet it uses the odd term RayofLight akin to Rayofsunshine. Deducing one Labour activist is the one and same is logical says Mr Spock. Looking deeper into reasons it follows Labour are worried about Michael Felse standing. They even try pretending being a Tory member shouting in capitals NO to picking Felsey when it’s a long tradition for Tory officials not to write in Salford Star. No fooled any more by RayofLight especially at times where big data breach besicks Labour we know the educated blue lot would never declare any person’s membership status. We have it the only logical person writing as RayofAnything must be Mayor Dennet or his partner. Uncovered or let him deny it. Better still stop pathetic attacking millitants opponents. Instead spend time getting cladding sorted. Action is what we demand (famous Felse term) just in case you forgot. I can see Tories winning Salford what a bazar outcome. |

| Brilliant move in setting up The Brexit Academy in time for local elections to get around election donations by Michael Felse. I bet Roayofsunshine did not see that coming. Means more donations can be pump primed into the election where private limits forbid shoring up candidate costs. Someone has a sharp business mind and it is clearly not Labour. | It has been funny to see Michael Felse get Ray’s and wrote’s (same person) goat yet again. They cannot resist being goated by Felsey. He waves the rag and up jumps Ray. Has given not only a good laugh but a welcome rest for all the others Ray has attacked. But thanks to Michael we now know Ray for what he is, exposed beyond question. Salford Labour has been uncovered in the process with RBLong not dating to mutter a bleep. Question has to be not who is standing for the Tory Mayor but has Felsey done enough to sink Labour to second place this year. Answer has to be yes because everyone now knows how horrid Labour has become under its extreme left wing abusive controllers. |

| @Simon or is that Felse/Trevor, firstly the Brexit Academy is a ‘company’ I use that term loosely though legally a company it is, that Felse attempted to use crowdfunding to set up. The crowdfunding failed as no-one donated, so he will have spent £30 to set it up, as anyone can, to be clear for the readers, the Brexit Academy is Michael Felse, quick google search will tell you that. Secondly Felse claims to be running as Tory candidate, but they WONT have him, I know as we in the local party have had a good laugh at his baseless claims, he isn’t even in the party!! UKIP are a dead party so it makes sense that he’s going to run for them. NO-ONE votes UKIP and and stragglers will certainly not if he’s on the ballot paper.
Now @simon, we all know that you and Jenny/Penny/John/James and all the other posters who praise Felse, are either Felse himself or hubby Trevor.
Let’s be clear, we do not want any sleazy politicians who think we are too stupid to see through your lies, so save your £500 and go and do what you do best, look in the mirror and regale yourself with tales of your 1970s glory days! |

| Sorry Arnold# but you must suffer my boring answer to your illogical thinking. You see the total Sal Council spend is about £650million. A whopping £350million comes from Government to meet the cost. The balance needed is raised from Council Tax and Business Rates of which £107million comes from Council Tax. This year 9% (being £9million) addition came from new build (mostly flats) next year projects 10% (£10million) more from new builds. This continues year on year giving an added income from Council Tax just over this year and next of £19million, cumulative year on year to £29million, then £39million, then £49million, etc. The short answer is there is no justification in Council Tax going up with such massive added income increases. This is why we need to demand a Salgate investigation to uncover real reasons why Salford Labour Council fails this simple logical maths test. |

| Have you ever thought what things would be like if we took the Conservative bogeyman out of the equation? look a little deeper on how the council runs. Funds are directed to each directorate then you would presume monitored for performance and targeted if issues are forthcoming, But no the main format is the total bottom line figure, any buisness would have picked up poorly performing departments and acted accordingly, even the councillors who sit on the budget sub groups sit and nod like the little dogs we used to have in the back of our cars clueless. Weak performance is rife, collection rates are some of the poorest, no matter what the Tories gave in subsidy would not be enough Mayor Dennett and his flock are inept. The Tax is regressive but the easiest option for people unable to cope with the Business of running a council. |

| More Tory cuts do this is inevitable no matter how many new flats we get! 9 years of Tory austerity, and remember they are still to redirect funds down to Tory run councils so we haven’t seen the last of it. You people do have very small brains. Tory government cuts equals council tax rises.
And Felse are you going to crowdfund the the Salgate investigation or are you going to raise the money from funding grants and then claim it as a salary? I’m sure £40k would just about cover it. |

| Felsey, you probably should educate yourself on council budgets and "simple maths" before you start demanding things. If you look at where the council budget comes from, council tax makes up roughly 16% of the council budget. So an increase in ctax paying houses by 10% would actually mean a minor increase of less than 1% to the council income so wouldn't really make a dent.
More than the entire council tax income is spent on social care so it doesn't really go very far. |

| Hi, considering the bin collection has gone to three weeks and the amount of money made from recycling and money made from parking and fines etc etc etc how come we are not reducing the council tax rates. Reduce the number of high paid councillors and hierarchy within the services. |

| Shock and Horror at this Salford Council Tax rise. Are Labour Councillors simply incapable of managing simple budgets. The increase in high rise flats year on year is now causing a 10% increased population in Salford. Each new property brings in Council Tax from new residents. It follows using just simple maths that Salford Council gets an extra 10% income. No need for their imposed tax rise. In fact they should be showing surplus cash this year. I need to expose their apparent failings. My plan is for a Salgate investigation on every Mayoral year’s office. Taking in the last 8 years to find where any waste has gone and claw it back using Surcharging with the recovered cash going into Green Environment improvements in every Ward by creating new CiC groups (Communuity Interest Companies) that legally can then attract Lottery Cash, Crowdfunding and Public Bonds all of which “wrote” knows I have considerable Professional experience. |
