FIFTY STOREY RESIDENTIAL TOWER TO HIT SALFORD GREENGATE

Star date: 9th December 2019 OVER 1,500 APARTMENTS AND NO PAYMENTS – BUT THEY WILL REDEVELOP A GRAVEYARD! AQ Investments, partner of Renaker Build, has put in a planning application to Salford City Council for a 50 storey tower in Greengate comprising up to 1,500 apartments and townhouses, plus two blocks of up to 42 storeys, plus commercial space. The developer states that it will not pay any planning obligations as it's redeveloping a churchyard for public realm, in what it calls 'extraordinary enhancements', plus creating a boulevard and square. Back in September this year, Salford City Council sold Renaker Build two pieces of land on Queen Street in Greengate for £77,000 to build 184 properties on the site, arguing that it would help secure the 'sustainable future of the Grade II listed Collier Street Baths' (see here)... Renaker was also one of the companies that financed Salford City Mayor, Paul Dennett's trip to the South of France last year (see here)... Now the company that seems to be developing Greengate as its own has put in a planning application to the Council for more apartments and townhouses, with no cash coming back to the city – if it can avoid it... AQ Investments, partner of Renaker Build, has submitted a 'hybrid' application to build around Collier Street, Queen Street, King Street and Gravel Lane, a 50 storey apartment block, plus commercial floor-space, a new public park and public realm improvements in 'phase one'; and the development of two residential buildings up to 42 storeys, commercial floor-space, new highways and a public square in 'phases two and three' – with a total of 'between 1,407 and 1,521 dwellings' (apartments and townhouses). In its Planning Obligation Statement, the developer states that it does not intend to pay a penny to the Council, as "AQ Investments Ltd have and/or are proposing to provide a minimum of £8,619,040 worth of extraordinary enhancements to public realm". These include buying Christ Church graveyard and redeveloping it for public realm, sorting out the roads and footpaths in the vicinity and creating 'a Boulevard and Collier Square' – which will also enhance the value of its own properties. "As this minimum cost is significantly in excess of the contribution required...AQ Investments understands that there are no further contributions to be made" the developer states, and adds... "The Viability Assessment demonstrates that the development cannot support a s106 monetary contribution over and above the public realm enhancements provided..." Salford City Council recently passed its 'refreshed' planning policy which would make developers contribute more to the city. The developer states that it will 'address' the issues, including affordable housing requirements "prior to determination of the application", or when the application comes before the planning panel of councillors, probably early in the New Year. Don't hold your breath...

| This company AQ investments should do a PUBLIC *open day* so the "Joe public" can see what all the *fuss* is about living in these HIGH RISE FLATS, no sorry LUXURY APARTMENTS. These apartments have swimming pools, gyms, community rooms, scenic roof terraces with views of strangeways prison and the the surrounding areas including the nice river irwell. Merry Xmas. |

| Hi Jon, I own a lovely apartment (and two lovely houses too), and involved in the management side of it, so I know the ins and outs both of apartment dwelling, and apartment management, including charges and what is paid to the council. But thanks for your knowledge on the matter. |

Apartment residents pay service charge for the communal maintenance/insurance/electricity/cleaning etc, they also pay community charge to the council based on the value of the property. So Kenny is correct, the council will benefit from large amounts of community charge payments. These residents are probably the lowest users of council services, rarely needing schools or social services. I am also fed up of hearing that these places are not for Salford people. I was born in Salford Royal, lived in the Dales flats in Ordsall until they were demolished and then lived in a house behind the Bricklayers Arms. Guess what, I now live in one of those flats that are so called unaffordable to Salford locals. The choices I made and the hard work I did has given me the ability to make that choice. Why should I be denied that choice because some local residents can not afford one. Or should successful locals leave the area because they are not wanted? |

| Kenny the service charge goes to the owners/managers of the block to pay for the huge amount of luxurious services they get, so it’s well worth the money (though in Greengate there’s just the rent all inclusive). What the council gets is council tax, which is very expensive on these apartments, and this goes to providing US ALL services across the city of Salford. We need more of these blocks bringing in much needed revenue. |

| Despite only living for a good few years less than300 yards from this site,I was not well versed with it. Indeed ,putting a park over the area is far more respectful to the dead than digging em up with a bulldozer and putting them in Agecroft like they have done before from other sites in Salford.So I takeback that part of my comment. The point remains about how easy it is to desecrate christian remains in this country. No other faiths would allow this. |

| SS, why do you allow such personal drivel from contributors in the comments section? It really does devalue and make a mockery of your attempts at professional journalism. Unless the contributor is addressing the subject of the article with coherent and pertinent comments, they should be disregarded. I am not advocating censorship, just a requirement that the comments stay on subject. The three or four people that seem to have personal issues with each other make reading the website tedious. Other people I have discussed this with agree with me that SS is becoming a joke, if these are representative of your readership. The comments from the usual suspects below highlight the personal and irrelevant nature of comments. I await the personal insults and attacks from Rossi Et al. By the way, the graveyard is not being built on, it is being turned into a park, it was formerly a car park, where was the misplaced indignation then? You obviously have never been in one of these apartments, trust me, they ain’t no boxes, they will be bigger than your 3 bed (ex council Or rented I expect) house.
People know their neighbours in there because they are communities in themselves with everything you need, the new ones in Greengate even have huge communal roof terraces where they can have BBQs etc. People like Darren wouldn’t ever be able to live somewhere like this as he’s a slave to the system, £500 a week for slogging. | Salford people like me on my £500 a week and people on £73 JSA(giro) can't afford these luxury apartments. These people on benefits MOAN that there got to go 1OOyards to go Pendleton gateway from there luxury apartments on Salford precinct in all weathers and go to work courses and go spend a few hours a day working in a charity shop. Working people like myself get up at 6/7am and are out all day WORKING and do we MOAN. NO. Once I get home, I don't sit on my ARSE, I've got LOADS to do, sort kids out,clean up,take my boy to football training etc and go GYM twice a week, I'm not FAT and not a layabout.... If I did win the lottery I still wouldn't buy 1 of these apartments, I would still live in Salford maybe Worsley Merry Xmas. |

| The graveyard at swinton asda was moved about 7/8years ago to a NEW site in swinton to make way for a BIG supermarket. ASDA payed for it. The Christchurch graves should also be protected but NOT moved, but money talks. AQ investments are gonna build a few more tower blocks around greengate areas. . One comment on ere by *wrote* says these luxury apartments will be £3500 a month, seriously ,for a little box up in the sky. We STILL need affordable houses with gardens for real Salford people, not these high rise blocks for "middle class people" that real Salford people can't afford. merry Xmas. . | This BIG development sounds really BIG. Load's of luxury apartments (expansive small boxes) around greengate and very expansive little shops for the middle class to spend there £££ in. No discount shops like ALDI or LIDI on this area. My best film of all time is Scarface and one of Tony montana(al Pacino) quotes is "All I have in this world is my balls and my word". I have a PIECE OF ART in my nice 3bed house with "tony Montana" in the picture with loads of money in the picture. People like "tony Montana" CAN afford these luxury apartments on the edge of town in Salford. Normal Salford working people like myself can't AFFORD these expansive *little boxes" flats in the sky. You dont know your neighbours in these high rise concrete blocks. There have no gardens so the postman can't get chased by a little Chihuahua dog yapping at his heels. Merry Xmas. |

These guys know what they are doing, (they must do ,they build houses for the "developers" these arseholes that the council love. Only when they work for these wankers they get paid sweet F.A. and have to wait for their money). Our council know what they are doing, so let them get on with the job,let them make a complete balls of things for the mugs that voted for them. | Oh no not again! It has been proved that high rise buildings are not appropriate for healthy living. That is why many such buildings, built after the war to provide desperately needed accommodation, have been removed. Today, this is ignored because it has now been discovered, by the unscrupulous, that it’s a way of making big money. Again social needs have been replaced by greed. We all know what is needed; houses with gardens and access to the earth rather than the sky! Houses that people can afford and can develop into their proudly owned patch of the earth. I will vote for a Labour Government in the GE because I approve its future housing policy BUT Salford Council continues to disappoint me with its ‘yet again’ decision to give in to Developers. There is a strand of the Council which is NOT Labour. It seems traitorous. Why is this? I agree with Butterfly’s comments. There is something fishy going on. |

| Darren do you have the facts? £77k for a small plot, not for the full plot that is being built on, a small plot. The developers will be spending millions around the area, including restoring a listed building and keeping the pub as is (so you are also wrong butterfly). The council will also be getting a lot of council tax from the high earners living in these blocks, so it’s win win.
People are choosing to spend £3,500 every month to live in these because they want to live in luxury and can afford it, it’s called progress.
People need to stop bleating about affordable housing, the people living in these blocks CAN afford to live there! |

| This particular sale of some land for £77000 that will provide 184 apartments should be investigated as it does not seem right that so called low value land can be purchased for such a low price, and then can provide apartments that could be of relatively expensive and out of reach of ordinary people.
The council leaders and some of its officials appear to be rather clueless when dealing with these property developers on almost every development.
These same leaders and officials have ruined vast areas of Salford and appear to be insensitive to the wishes of its residents and council tax payers.
No wonder they attend seminars in the South of France. |

| 100 greengate apartments is 44storeys high and is currently Salford tallest apartment block. It is next to Trinity way on the Salford side of the dirty river irwell. Its full of middle class people living in there expansive little boxes(flats) who all think there living in that "other city" MCR. Now there gonna build another block 50storeys high on greengate in Salford. There is another block been built this year on the Hulme side of town, which is a whopping *60 storeys* HIGH.. Back in Salford in the late 1960s, there also built ALL these high rise flats around blackfriars, Eccles and Salford precinct. . In the last 15years, about 1O tower blocks have gone on the precinct area,lilac, pear tree,apple tree,plum tree, etc. Why are there building these horrible ugly tower blocks again? We need affordable houses for proper Salford people, not these big concrete eyesores. Merry xmas. |

| Just another Salford sell off giveaway. It's just a city of tower blocks 20/30 years ago they were pulling them down because they didn't work but then it was just social housing, now there is money it it they seem to be going up all over almost over might they start another. Only after the deal is done we find out land is sold for a pittance with no regard to listed buildings or what should be listed. I can see the Three Legs disappearing. Sign of the times!

| Misleading title says no payments then says they are actually paying 8.6 million quid to regenerate the area.
The s106 demands would normally be to pay for local improvement things they are paying for anyway so what's the difference? |
