SMASHING BALCONY GLASS JUST MISSED CHILDREN AS SALFORD HOUSING COMPANY DENIED REPORTS OF WINDOWS FALLING OUT OF BLOCK

SEMANTICS KEEP SALFORD RESIDENTS IN DARK OVER COUNCIL BLOCKS SAFETY – AS RESIDENTS GET TENANCY WARNINGS

At Salford City Council meetings and in a letter to Salford and Eccles MP Rebecca Long-Bailey, Pendleton Together has batted away concerns by residents that windows had fallen out at Holm Court, even confirming that "there had not been any reports of windows having fallen onto the ground".

When the Salford Star confronted Deputy Mayor, John Merry, with proof of glass falling from height at Holm Court, narrowly missing children, he confirmed that it was a glass 'Juliet' balcony that had fallen and not a 'window' as such. Meanwhile, the mother of the children got no apology, just a tenancy warning.

'While Pendleton Together and Salford Council play semantics, Sue herself and her children are still stuck in a block, two thirds covered in dangerous cladding, with no way to get out if a fire breaks out near her front door...'

It was on August 2nd last year when social workers and an independent reviewing officer were in a ground floor flat at Holm Court in Pendleton having a meeting with a tenant, Sue*, about her children, one of whom is disabled...

"The patio door was open because it was so warm in here and there's no windows" she recalls "My little girl was playing and my son was in his wheelchair and all of a sudden we heard a pop and all this glass came smashing in...it came flying across to the kitchen door; there was loads of it."

The glass had fallen from one of the flats above, and Pendleton Together, the company managing Holm Court - one of nine dangerously cladded blocks owned by Salford City Council – knew there was a problem because tenants had been warned not to go outside of their patio doors.

Initially, Sue says, she had been told it was because of the windows 'as they keep popping', but adds that the housing company subsequently told her it was issues with the cladding. Yet, around most of the low-to-mid rise blocks on the estate, there are metal cages underneath all of the balcony windows, but not under all of the cladding.

A fragment of the shattered glass had to be removed from Sue's child's foot, as the social workers went outside to see where the object had come from. Sue got no apology from Pendleton Together, just an anti-social behaviour letter the next day for venturing outside, even though it was the social workers who went onto the grass.

"It was dangerous" she says "Social services put complaints in to say how dangerous it was."

Tenants soon began asking questions about window safety to Salford City Council, to Pendleton Together, and via the Salford Star* and Salford MP Rebecca Long-Bailey.

Yet in the minutes of the Council's Growth and Prosperity Scrutiny Panel on 22nd October, repeated to the MP in a recent letter, "Pendleton Together confirmed that there had not been any reports of windows having fallen to the ground. All balconies were fitted with toughened safety glass and balcony door glazing was laminated on the inside..."

The suspended – yes, suspended for 'breaches of the constitution'– elected chairman of the nearby Malus Court TARA (tenants and residents association), Graeme Langton, is furious...

"I brought this up at Council meetings and with the housing company and through the MP and they have denied knowledge that it happened" he says "Now we have the proof, I have been vindicated."

What could be regarded as semantics to avoid the issue do not only pertain to this case. Shortly after the Grenfell Tower tragedy, Pendleton Together commissioned Trident consultants to report on safety issues in the blocks.

Both the City Mayor, Paul Dennett, and Deputy Mayor, John Merry, have said that tenants should be able to read the conclusions. Yet nothing has been shown, as Pendleton Together continue to resist making it public, arguing that it is not a 'report'...

In a statement to the Salford Star only last week, the company insisted "There is no Trident Report, Dossier or formal collation of these documents or recommendations", refusing access yet again.

While Pendleton Together and Salford Council play semantics, Sue herself and her children are still stuck in a block, two thirds covered in dangerous cladding, with no way to get out if a fire breaks out near her front door – as the patio door cannot be opened and her kitchen window only opens slightly.

This is just one example amongst lots of safety issues within the blocks. Pendleton Together is currently undertaking a programme of "required fire safety work", which further beggars the question whether tenants are living in safe housing, while the cladding replacement tender has not even gone out to potential contractors yet.

The whole Pendleton Together management is a complete mess, with elected resident representatives being suspended, two blocks having no representation at all (Spruce and Whitebeam), and the word games being played to seemingly avoid safety issues.

The Salford Star asked Pendleton Together to comment but the company has not responded. This afternoon, Deputy Mayor, John Merry, told the Salford Star...

"I've already agreed to meet with Mr Langton to discuss these issues with him" he said "But the only record I've got is of a balcony, not a window, and that this was partly caused by vandalism..."

Update: 7th Feb. Pendleton Together has now responded. A spokesperson says: "Pendleton Together are aware of a Juliette balcony being vandalised at Holm Court, resulting in a small number of properties being affected by some falling glass. The glass that fell had marbled (split into small, rounded pieces) as designed. We encourage tenants to work with us to ensure everyone's safety by following any safety advice given. Anyone with any concerns should contact us at once."

Ray, lets get this straight. I would like to see Pendleton Together dropped in the biggest bucket of shite immaginable. They have treated the tennants,(and leaseholders if there are any) in a terrible way. But so have the council who still own these blocks. We know for a fact Dennett and Merry have both read this report, so why do they not say whats in it. They must have copies on file. The only reason they do not tell us anything is because it must implicate the council. Go ahead people, bring an action against PT. Then watch them bring the council in on it. It only takes one to have a go ,then the shit hits the fan. Thing is though, the council cannot hide behind a CPO order and pull these blocks down, there is no money to do that , it would not look good, and there is nowhere to put the people. The council are in the shit with this one. They know they are, and we know they are. Their tiny brains just cannot think of a way out. As for the £20 extra fuel payment, well thats just taking the piss.

Bob the regular, why are you always trying to shift blame away from Pèndleton Together? P.T commisioned the Trident Report and as "a registered landlord", ultimately responsible fòr offering tenants in unsafe towér blocks, alternative accommodation !

Just questions for our Ray.Have our council been honest ,open , truthful and fair with these residents and the people of salford, who have to pick up the bill at the end of the day, regarding these matters? Also, why do our council continue to refuse to talk to this journal regarding this matter or anything else. One reason given against talking to this journal is that it is biased against them.Absolute rubbish from Dennett and his gang. Unlike editors of other media, the editor here has his own political views that he keeps to himself. This journal, in my opinion, is as politically neutral as you can get. (It wouldn't be if I were in the driving seat) The council though do not believe in a free press, a bit like Sir Philip.

Bob the regular, fundamentally I'm concerned fòr the safety of tenants. You,primarily seem to prioritise, regardless of the ìssùe,slagging the council off ! But at the end of the daý,what does this egoism actuallý achieve?

Ray is even more right here, but he still cannot accept the fact that Salford Council need action taking against them as well.Pt need action against them, and we do need to see this trident report, I agree. Look at one of my other posts about the glass balcony case. Salford council always take legal action against the owners of defective property. they dont go after the estate agents who collect the rent. Salford council are still the owners of these flats. Is it one law for private property owners and one for Salford city council? Anyway ,our Ray ,shows a particular ignorance in the way the law works. It does not work in the way the average labour voter thinks it should work. It is a cast iron certainty that any action taken against PT would involve Salford Council. The lawyers for PT would for sure attempt to pass the buck as it were by joining the council in the litigation. Come on folks bring it on ,I would love to see them get their arses kicked in court. Normally the talk of " a bit of compo" gets all the residents going. What are they all doing sitting on their arses waiting for another resident to make the first move? A case that should make them all think is the tragic Hillsborough one. If I remember rightly , many victims relatives were waiting to see what happened in other cases, and let themselves run out of time for claiming.

Bob the regular,in the first instànce, tenants should be considering legal action agaìnst Pendleton Together; to gain access to the Trident Report ànd a guaranteed relocation of tennants whilst repairs are made to cladding.

Yes Ray your bang on right again, ( nearly). The tennants should be taking legal action, but against who. I can think of a few deserving defendants but that includes your beloved Labour council. I think it most unlikely you would advocate people taking legal action against our labour council. If you were ,I think Miss Becky would get very cross and you could end up with a smacked bottom. like I said ,we are 16 months away now from when we could get rid of each single councilor. Nothing will change on these blocks before then, not a prayer. We could then have a tory council led by the Garidos that we could all hate. Thing is though, they could fix all the labour balls ups then we would be stuck with them.

Bob the regular, the issue of tower block safety isn't a joking matter! Shouldn't the tènants of Pendleton Together be considering taking legal action to enforce their rights?

why do the residents put up with all this? I wouldn't. I feel sad for them all. Tell you what, not this year but next, when they are all up for election, let us all solidly vote Tory. Then we will get a tory council, and I will be able to join ranks with our Ray and blame the tories. Never much liked the torys anyway.

SALFORD STAR – 15 YEARS OF ATTITUDE AND LOVE XXX

The Salford Star closes tonight after 15 years of giving the community a voice, holding power to account and bigging up all the great things that have happened in the city.

Thousands of people in Salford have been involved in one way or another with the Star and we'd like to thank them all. Salford is a very special city and, hopefully, we've given it a very special community publication.

SALFORD STAR CLOSURE – GUY GRIFFITHS ON THE HUMAN COST OF PATHFINDER DEMOLITIONS

THE HUMAN COST OF REGENERATION

The Griffiths brothers of Higher Broughton are kind of infamous as the only people to be forcefully evicted from their house as part of the Pathfinder 'housing market renewal' project during the first decade of the 21st Century.

Here, Guy Griffiths, now living in 'sunny' north Wales and one of the main inspirations for the Salford Star's creation, writes the second part his own personal view of the Government project that devastated communities throughout Central Salford.
