Salford City Council spokesman John Carberry said: "I can confirm that Jill Baker, strategic director of children's services, has been formally suspended as a neutral act pending an investigation. It is not appropriate for the council to comment further."
There has been no comment yet by Salford Council on the fate of Councillor John Warmisham, Lead Member for Children's Services. Meanwhile, the Council is proposing to hand responsibility of that department to Chief Executive, Barabara Spicer, although she too was responsible for safeguarding children under the Roles and Responsibilities drawn up by the Council following the Victoria Climbie inquiry, and ammended in 2006. Spicer's `roles and responsibilities' included:
"Make sure statutory inter-agency arrangements are in place…and ensure there is an open culture between local agencies and good direct communications between senior managers so that they accept and address concerns brought to their attention..."
Salford Council stated that "Barbara Spicer be given the statutory responsibility for children's services pending conclusion of the process".
No official reason has been given for the suspension of Jill Baker...
