As Salford Council was formulating drastic cuts last year for some of the most vulnerable people in the city, Mayor Ian Stewart was agreeing to pay out over £170,000 to two senior staff who quit their posts.
Former Chief Executive Barbara Spicer got a £93,000 pay-off, which, together with her part year salary of £109,335 (including over £8,000 for `electoral duties'), expenses and employer pension contribution of £18,181 took her pay in 2013-14 to an eye-watering £220,570.
Barbara Spicer quit the Council on 31st October 2013 and within weeks she had walked into a job as `interim' head of the Skills Funding Agency (see previous Salford Star article – click here). This month Spicer got another job as Chief Executive of the Plus Dane Group housing association.
Meanwhile, six months after Spicer left the Council with her vast pay-off, a new `Head of Paid Service', Jim Taylor, was employed doing a similar job on a salary of £150,000 (see previous Salford Star articles - click here and click here)
Martin Vickers, who quit his £115,000 post as Strategic Director of Salford City Council at the end of August last year, got a pay-off of £78,817, as previously revealed by the Salford Star. Vickers controversially walked into a job with Marwan Koukash and Salford City Reds (now called Salford Red Devils) less than four weeks later (see Something Stinks In Salford – click here).
The huge pay-offs are revealed in the draft 2013-14 accounts for Salford City Council, which also show that nine staff earning between £40,000 and £60,000 shared a pay-off pot of £410,000 averaging over £45,000 each.
Altogether Salford Council lost 754 school and non-school staff last year. Of those who remained, 77 non-school staff working for Salford Council earned over £50,000, including eleven officers earning over £80,000.
Commenting on the pay-offs, Steve North, branch secretary of Salford City UNISON told the Salford Star…
"These are exorbitant amounts of money, amounts that most Council staff can only dream of. But when you consider as well that months after the deletion of the Chief Executive's post we then appoint a Head of Paid Service on £150,000 it makes the £93,000 that she received look even more ridiculous."
