ONE THIRD OF SALFORD COUNCILLORS NOT DISCLOSING FINANCIAL INTERESTS

Star date: 22nd January 2020 'INTERNAL CONTROL DEFICIENCIES' AS COUNCILLORS IGNORE REGISTER OF INTERESTS Salford City Council auditor, Mazars, has written an official letter to the Council pointing out 'internal control deficiencies', in that one third of the city's councillors did not complete their annual declarations of interests. The Salford Star has pointed out many times in the past how the city's councillors are failing to fill out declarations of interests, a registry of which is publicly available on the Council's website.* Now the Council's new auditor, Mazars, has pointed out that one third of councillors didn't complete declaration forms during the year 2018-19... The 'deficiency' was uncovered when the auditor considered 'related party transactions' for the annual accounts and concluded:"Our testing of 2018/19 returns noted that of the 60 members, only 40 declaration forms were completed..." Declaration of interests should include things like freebie tickets to sporting and culture events, gifts and hospitality with a value over £100, as well as employment and any financial interests. The City Mayor himself, Paul Dennett, last completed his register of interests form in June 2018. Who knows what gifts and hospitality he has received since**... The potential effects of all this, the auditor notes, are "That the Council would not be aware of all relevant disclosures and consequently, the related party transaction disclosure is incomplete". While the councillors and Mayor are slack in completing the register of interests, senior officers are also supposed to disclose their interests but the Salford Star can find no record of this being publicly available on the Council's website.

| I'm getting tired of all of the insults and name calling on here. This site's comments page is now a joke. If you go on the archive section and look at comments from several years ago, they were intelligent, well written, and they weren't about insulting people in a never ending tit for tat name calling session. | let me elucidate disjointed brain djb i forgot you cant join the dots when a road is dug up the road for example gas main repairs the road will have to be repaired axiomatic eh i do hope this helps you understand and clears the smog from your befuddled brain . because all repairs are now private enterprises the repairs take longer one lot do the digging one lot do the filling when what is needed for effective road management /direct works . |

| I'm not linking the works to the council, what I'm saying is that it is right on their doorstep and doesn't look good, to many people it will just look like roadworks that could be done in the evening but is being allowed to be done during the day. |

Good to see Mr Felse braving the arena again he will get Salford lefties showing hate, abuse and lies attacking his right to stand showing again why Labour is unelectable to the nation as more Labour voters cement their votes to the excellent Tory brand of jobs, sensibility, freedom and democracy. | FAO Wrote The ruling party in Salford to my knowledge has always been the Labour Party for as long as I can remember so any problems such as councillors not completing returns that they should is wrong and at the next local elections these people should have to disclose if they have completed the forms or not.
In my opinion the auditors should have been able to name the individuals who have not complied as they should have had.
Salford council have ruined the city over many years and the public should hold them to account in any elections instead of going along with their policies. |

| Ignorance of the law is no excuse( Bailey 1800 law reports). I know of a few lads who fell foul with the inland revenue for not filling in forms that they should have done. One got a few months porridge for it.However, if you are a complete imbicile, and also a Salford councilor, it seems that you have an immunity from prosecution for not filling in forms that you are legally required to fill in. |

| Code of conduct and standards
As a councillor you will be required to adhere to your council's agreed code of conduct for elected members. Each council adopts its own code, but it must be based on the Committee on Standards in Public Life's seven principles of public life. These were developed by the Nolan Committee, which looked at how to improve ethical standards in public life, and are often referred to as the Nolan principles.
These principles apply to anyone who works as a public office-holder. This includes all those elected or appointed to public office, nationally and locally, and everyone appointed to work in the civil service, local government, the police, courts and probation services, non-departmental public bodies and in the health, education and social care sectors. All public office-holders are both servants of the public and stewards of public resources. The principles also apply to everyone in other sectors delivering public services.
All standards matters are the responsibility of individual councils, which are required to promote and maintain high standards of conduct by councillors. You must register any disclosable pecuniary interests for yourself, your spouse or a partner you live with, within 28 days of taking up office. It is a criminal offence if you fail, without reasonable excuse, to declare or register interests to the monitoring officer. |

| Carolyn makes and excellent point. it is time we set quality standards for Councillors. As a Oxford University qualified management quality assessor I know exactly what to do. I have watch Salford suffer under Labour control but no longer can I sit back. Allow me to appeal to your readers that care to come now together and kick out Labour Councillors. They need showing it is not acceptable to neglect responsibility. I have Salford business CEOs wanting to get a change of Mayor this year. End of Labour. |

| All salford councillors should disclose any form of interest. I know two who have financial interest in Building Companies and one in demolition., which I often see doing work in Salford, even though the company is in his son in laws name. |
