MORE SECRECY OVER SWINTON TRANSFORMATION MASTERPLAN

Star date: 19th June 2019 WHAT IS IT? WHY IS IT SO SECRET? For over two years, the Salford Star has been trying to get details on the hush-hush Swinton Transformation Plan being hatched by Salford City Council. Presumably it's about 'transforming' Swinton town centre, with the only clues revealed in February 2017, when proposals were aired to bulldoze Swinton and Pendlebury Leisure Centre and relocate it to a new £11.9million facility by 2022/23. The report stated that the new facility would be part of a "remodelled Civic Campus", ie the land on which the Civic Centre stands (see here). In April 2017, the Council threw £200,000 at its joint venture Urban Vision company for four months work to create the Swinton Transformation Plan, and the only information on this report was that the Plan would be "informed by technical surveys and a business case to demonstrate delivery" (see here).. Since then there's been complete silence. Next week, Salford Council's Procurement Board (made up of senior councillors Merry, Boshell, Hinds and City Mayor Paul Dennett) meets behind closed doors to apparently consider throwing more funds at the scheme, under the title of the Swinton Transformation Plan – Local Partnerships. All details are again being kept secret from local residents; a Public Interest Test Checklist deciding that disclosure won't "help people to understand and participate in public debate about current issues"; won't "allow individuals and companies to understand decisions made by the Council that have affected their lives"...but "will damage the Council's interests"... "The publication of this report at this stage may cause financial concern and uncertainty in the locality" the checklist concludes "This report provides details in regards to potentially commercially sensitive information which form part of a larger long-term project." Expect the Swinton Transformation Masterplan to be revealed in Cannes or somewhere in the not-too-distant future...

| Listen, we all know that whatever the council do - they make a balls up of it. These clowns couldn't organise a bric-a-brac stall at Bowlers on a Summer Sunday in July. This being the case, we all know that whatever these bozos invest money in, that that money will be squandered. The Clowncil ... They're nothing but a bunch of bozos, latter-day clowns. We need people of substance governing our lives and spending our money. Not these inept and clueless Muppets. |

| WHAT!!!!! KNOCK DOWN LANCASTRIAN HALL!!!!! This building should be grade one listed as a perfect and fitting tribute to the tossers that built it, the ones on the opposite side of the road. Of course I can understand why they are being so secret about it all.This is so the people who are being displaced moved on etc will get sweet FA, and the people who need to make money get lots of it.Thats what they always do. | I have lived in Swinton all my life and was always proud to tell people where I lived. However over the years Swinton has become a dump and needs something doing to it. The Lancastrian Hall is an eyesore and needs pulling down. The precinct is depressing with no decent shops. So whatever the plans are, I hope they are investing in bringing Swinton back to being a place to be proud of. |

| Understandable that it's hidden. It's a negotiation with suppliers and construction companies. You can't start telling everyone all the details or they'll be ripped off.
Anyway it's obvious it'll revolve around shifting puccinis so they can knock down the lancastrian hall monstrosity. |
