Last night, councillors at Salford Council's Growth and Prosperity Scrutiny Panel met to hear a new report on the Greater Manchester Spatial Framework (GMSF) and the Draft Salford Local Plan.
The plans, which included proposals to build 2,250 houses on Green Belt near Irlam and Cadishead (see here), met with huge opposition during the consultation on the documents last year.
"Around 25,000 representations were received on the Draft GMSF, together with a
number of petitions including one of over 2,000 signatures objecting to the Western
Cadishead and Irlam site in Salford" states the report
"Just over 700 representations were received on the Draft Local Plan together with 2,000-signature petitions against the aforementioned Western Cadishead site and the proposed Port Salford expansion, and these two sites generated the most objections to the Draft Local Plan overall" it adds.
As well as objecting to the destruction of the Green Belt for housing and industrial use, the report adds that for residents who objected, "the impact on the local services such as schools and health facilities also an important consideration". The full list of objections should be published within the next few weeks, it adds.
Together with, what the report calls "the scale and nature of public objections to some of the proposals in the plans" other factors, including the election of Andy Burnham as Greater Manchester Mayor and a new way of calculating housing requirements, mean that the proposals have been put on hold.
While campaigning to become Mayor, Andy Burnham came out against the Green Belt destruction proposals contained in the Greater Manchester Spatial Framework...
"The current plan needs to be subject to a radical re-write that results in a substantial reduction in loss of green belt" he stated, arguing that the plans "could diminish quality of life in some communities and restrict people's access to good air and green space. The plan needs to be rebalanced to respond to these concerns and demonstrate a commitment to sustainable development." (see here)
Now Salford Council officers state that "Discussions on the most appropriate way forward are ongoing, with revised timetables likely to be published later in the summer".
Meanwhile, it appears that there's going to be a further consultation on the most controversial aspects of the Greater Manchester Spatial Framework (GMSF) and the Draft Salford Local Plan...
"In order to ensure that the issues raised by the public at the last stage are properly assessed and responded to, it may be necessary to undertake some further public consultation before reaching the Publication stage" states the report "This would be likely to involve a targeted consultation on the issues of most interest to the public rather than on fully revised plans."
