SALFORD COUNCIL TAX TO INCREASE BY 3.75%

Star date: 17th February 2016 BIG COUNCIL TAX RISE AND £22MILLION CUTS PLUS 138 JOBS AT RISK The average household in Salford will see a £55 increase in its Council Tax bill, following Council proposals to impose a 3.75% rise, which includes 2% ringfenced for adult social care. Meanwhile, less than ten people took part in Salford Council's online `Talk Budget' consultation on £22million cuts and the potential axing of 138 jobs. Full details here...

Salford's Council Tax is set to rise by 3.75% from April, increasing bills by between £31 and £111 per year, depending on which band of housing, with the average bill for a family living in a band D house set to increase by £55.88. 2% of the rise is ringfenced for adult social care, with the majority of the £1.6million funding brought in to be spent on helping outsourced care providers pay the national living wage which comes in from April (see previous Salford Star article - click here). Despite the hefty increase in Council Tax, cuts of £21.8million will still be imposed, with 138 Council posts at risk of being axed (for full details see here). The 2016/17 financial settlement from the Government represents a 10.5% reduction in funding but is better than the England average reduction to local authorities of 12.5%. Despite Salford Council forecasting that Council Tax revenue will increase by around £12million by 2019/20, and business rates increasing by £4million in the same period, the city's finance officers reckon there's still going to be more cuts coming, with Government `settlement funding' reduced by another £34million, and its revenue support grant by £40million by 2019/20. "It can be seen there is to be no let up in the pressure applied to local authority finances and the services which it supports" state Council finance officers in a report going to a meeting of the full Council next week "As such this will continue to have an impact on the council's ability to improve people's quality of life and support the local economy. "With the austerity measures now confirmed to last until at least 2020 the council has been preparing for the radical transformation of services involving increased collaboration with our key partners including the NHS and the Greater Manchester authorities" the report adds. Basically, this means more outsourcing, more privatisation and for those left still working at Salford Council a new Building Organisational Capability strategy - which "sets the council on a radical transformation path that will alter the way services are delivered". The strategy is actually eleven pages of hopeless waffle that doesn't actually spell out to anyone what is going to happen... "The overall goal of transformation is not just to execute a defined change but to reinvent the organisation and discover a new or revised business model based on a vision for the future. Transformational change is more unpredictable, iterative, and experimental, and riskier than a typical change or restructuring initiative. The actual change process through this approach emerges as we go which requires new ways of working, both in terms of people and systems, to develop the organisational capability to create the right environment needed for transformational change." You what? Assume it means more DIY services for the community, more volunteers, one employee doing ten jobs, more outsourcing and more privatisation. Indeed, with hardly any council housing left, adult care outsourced, culture and leisure, legal, planning, skills and work, and highways hived off, and some children's services to follow, Salford Council is placidly accepting the Tory dream of being mere managers of contracts. Residents' disillusionment with Salford Council was shown in its budget consultation which garnered around seventy comments and suggestions online – out of around 100,000 households that had been notified. Meanwhile, its much heralded `Talk Budget' online pages, where people were given the opportunity of deciding which budgets to cut, did even worse. The Council budget report notes that "there were fewer than ten submissions via the online budget tool this year"...

| I disagree with @wrote. The stand by the TUC was welcomed in local elections. Their total across Salford got more votes than many a Councillor elected. It shows the failing in the first past the post system, letting Labour again dominate Salford. The system for our Mayor election is a different kettle of fish. Last two standing will collect second preference votes. With all the bad press for Labour and Tories nobody would put any bet on the result. I would stand for UKiP, Mad March Hare or as Lesley from Benidorm to get rid of our stale barrel of smelly fish that stagnates Salford Council. Tomorrow will see TUC shine as Labour try to pin all the bad news onto Obsorne but be quite sure it is your Labour Councillors that will vote the 3.75% rise. A Free Mayor will say NO by putting people before the £69,000 pay. |

| wrote is correct. The cuts won't harm me with my posh apartment. I have worked hard for this with my partner for our 35 years together but the I'm alright Jack has never been my style. You forgot to mention my previous works massive pension and my Headmaster income, making it impossible for me to pocket a Mayor's £69,000 a year. You forgot to mention sex abuse I had at age 9, 13 and 15 or my coal village where I grew up in a vy poor family. Nothing to hide here. Well sorted, but when I see a collection of over 70s wanting to pull in that £69,000 a year Mayor's cash while Salford suffers it makes me sick. Winning is about social justice and stopping the 3.75% increase dead. It is about offering a Business Approach that works. Do feel welcome to sling your abuse but keep it real. |

| Looks like all the GM councils are going to be raising their council tax too. Shame that as all you doom mongers are going to have to move right out if the area seeing as Salford has no hope! I love reading comments on here so predictable! Michael Felse you obviously don't need to worry about the rise living in your plush place in Salford Quays, and seeing as every time there's an election you waste money trying to get elected!
If ever an election comes round for a Mad March Hare, go for it, I would even put a bet on you winning that one. You would have a great team behind you with some of the posters on here who never have a good word to say about anything. |

| UKIP says David camaron. Pity he is the only one not to realise Salford will always go out and vote labour when they see a UKIP or Tory on the ballot paper to keep the fashists out. Want change then put up as tuc, tick, tax or toe but not as names Salford will always vote against in droves cos labour knows it can get away with shite as long as UKIP is on the paper. |

The plan should be if every ward is a two horse race between labour and ukip, then we might stand a chance after two elections of the people of salford taking back our council from the corrupt Labour Party, don't have idiot small pressure groups and indipendents muddying the water, like I've said before the Labour Party love seeing seven + names on the ballot paper. People have to put the city of salford first and put their own ambitions second. Make it a two horse race and see how labour do, the Labour Party must be realy bricking them selves seeing the like of bez, tusc on the ballot paper. |

| Please tell me I am dreaming. 130,000 voters in Salford decided not to vote while 22,000 in Salford do not pay the annual Council Tax. Are we seriously going to gift £1200 a year to each of those 22,000 neighbours. I am all for supporting real need but abuse is destroying essental services with £36million lost each year. The future of Salford is going down the pan. We will need an F Plan. |

| Yes problem of uncollected council tax goes on year after year. In 2012 Salford lost £27million. This rose to £36million by 2015. Total by March 2016 lost in just 5 years was £150million. Them not paying will probably be the ones what costs Salford tax payers the most in services but do not pay into the pot. Read how bad things was in 2012. Labour then - Labour now - no change.

| Well written Joe - as for the attack by @wrote, I am pleased to praise any good done by Salford Council. But be sure the bad is outweighing any good. I will demand an inquiry into why Labour pulled in 21,000 votes at its last Mayor stand, while it has 22,000 homes not paying the annual Council Tax. Is there some correlation? It seems reasonable to expect our Salford Councillors to be personally surcharged for £36million a year lost that they failed to collect. Yes, Salford is in an all mighty mess. It is called Labour. | Did anyone complain last year or the year before or the year before or the year before when council tax didn't rise? No thought not. Massive councillor expenses rises?? Erm don't think that happened either.
Everyone really does want their cake and eat it....NO to cuts but we don't want to pay more. Well the Tories were voted in and we are stuck with them. Maybe if we had a Tory mayor we would get some of that 300 million that Cameron has found to give to wealthy Tory councils!!
Michael Felse I've never known anyone change his mind so much on a daily basis! One minute slagging the council off the next singing their praises. Sounds like dementia to me. |

| when you sit back and say I don't vote they all piss in the same pot, when your apathy grows like some chronic illness affecting your judgement and those few who vote do so only if the person wears a red rosette, not judging the ability of the person, you get what you deserve. A council full of old men topping up their pensions feared to criticise the judgements of a few who run Salford's Labour group. Ideas or any form of alternatives fail to pop up. You get cuts or rises in taxes of those less likely to object or afford. The only real opposition in Salford's Labour run mecca was the Liberals and through poor leadership they were decimated. surely it's time for change and to be honest I care little who that group may be I only hope the people of Salford get up and smell the stagnant mess permeating from the Town hall before we all end up on the scrap heap, Labours Councillors still claim their allowances they for some reason never face the chop, and when a mayor gets away with making jobs like head of international relations in a city without any one even rising an eye lid it worries me . |
