FREEZING SALFORD TENANTS STUCK IN PENDLETON BLOCKS

'WE'RE PAYING TO BE UNSAFE AND FREEZING'

Tenants in Pendleton blocks owned by Salford City Council and managed by Pendleton Together, having suffered with dangerous cladding wrapped around their homes, are now suffering with the cold as the insulation has been ripped off.

"I'd say it was 65% colder, it's freezing and it's ridiculous" says Cath Wood of Salix Court, who is desperate for a move "My daughter came home for six days at Christmas and it cost me nearly £90 to heat the place."

Having lived with dangerous cladding wrapped around their homes for three years after Grenfell, residents in Pendleton blocks owned by Salford City Council and managed by Pendleton Together are now suffering with rising heating bills following the removal of the cladding and insulation.

Even before the cladding scandal was revealed, the Salford Star reported how the NIBE system, which was supposed to provide cheaper energy bills, was working the other way for lots of tenants who showed bills going through the roof (see here). Now that the insulation and cladding has been stripped from the blocks it's getting even worse.

"The NIBE was always rubbish because we believe that it wasn't installed properly" says one tenant "But now, after the insulation has been taken off, there's that many holes in the wall of my flat that it's making the heating come on all day and the water is being heated 24 hours a day."

Another tenant, Cath Wood, who lives in Salix Court, is desperate to move because of the cold and increased heating bills...

"I'd say it was 65% colder, it's freezing and it's ridiculous" she says "My daughter came home for six days at Christmas me and it cost me nearly £90 to heat the place. And we were still sat here with our housecoats on, blankets, the lot - and that was with the heating on!

"The radiators only come on half hot, and it was that bad before cladding came off" she adds "A couple of years ago it was costing about £10 per week, now it's four times that. I can't afford to have it on and I've just got a fan heater."

This despite Pendleton Together offering just £25 per month to pay for the increased heating costs. It's a cause that's been taken up by Fuel Poverty Action, which actually had a special breakout group at its national conference in December just on Pendleton (see here).  

Cath tells of two elderly people who actually did move out of the flats because it was too cold and they couldn't afford the heating, and a mother with two children in a one bedroom flat paying £40 per week for heat. She herself has asked for a move but there's no flats or houses to move into, and now she's stuck.

"Pendleton Together has done nothing" she says "Every time the fire bells go off you're in fear. There's no sprinklers been put in yet, and I was told that the fire doors in my flat were old and needed replacing because they wouldn't withstand the heat of a fire. That was three years ago!

"And they expect us to live here?" she asks "We're paying to be unsafe and freezing. Basically they don't care..."



* Meanwhile, Salford City Council is meeting next week to terminate the current agreement with Salix Homes and bring the concierge and security services for the Pendleton blocks back in house "Following changes to the concierge services, resident dissatisfaction with the service and concern over the high cost of provision of security services..."

As a result, the weekly service charge for tenants of Thorn and Spruce Court will reduce from £18.77 (2021/22) to £7.19. The service charge for all other blocks will reduce from £8.27 (2021/22) to £7.19, although the concierge service will be removed to be replaced with an electronic door entry system controlled via the CCTV control room at the Civic Centre.

Paul mentions the Karl-Marx-Hof in Vienna as his ideal place for peoples housing. Vienna, a city of many Architectural masterpieces, a city of great elegance and grace, the great music of Strauss ringing in our ears.I looked at this famous building on the internet, and like the houses I mentioned near the Oakwood before, it is almost 90 years old. Despite being social housing, like Paul points out,it looks like its residents have kept it in good order. Like I said, they have to behave themselves over there. Although there is better housing to choose from in Vienna, I don't think to be fair, that I would object to living there. If this is what Paul has in mind for housing, then I will go along with it. I tell you what I will do, I will flog my house to a social housing provider for whatever they want to give me for it, I will use all the money I get to put into a workers co-operative to build that style of housing on the Clari school site. I will do all I can to make the project succeed. Then I will go and live there, but there will be one small proviso. That proviso being that the readers of this journal agree by a simple majority vote that this is the sort of public housing they want to see in Salford. Go ON PEOPLE,IS THIS WHAT YOU WANT TO SEE IN SALFORD? KARL-MARX-HOF,VIENNA. JUST LOOK IT UP.THIS IS WHAT THE SOCIALIST MIND THINKS YOU SHOULD GET.

To Paul Kelly, I voted against the transfer. Salix were constantly ringing, visiting and writing to make sure we 'understood the benefits'. We actually got a new kitchen before the transfer but I still would vote No. Now that the 1% reduction has stopped, the rent is virtually what is was three years ago. I live in a house but for people in flats, the rent was reduced so housing associations just put the service charge up instead.

It is Obvious that Paul Kelly does not like what he calls "little petty capitalist shopowners". Well what about the former "little petty capitalist shopkeeper" that has just done a deal with Pauls pal Dennett and Salix to build houses down Liverpool street? A few weeks ago I am sure we read how this chap used to stack shelves in his family corner shop.Let us get back to the "little petty capitalist in Irlam".I know this story well, even if Paul does not.This guy got slagged off by 4 or 5 councilors , and so he took them to court for defamation.These cheeky bastards then got the council to fund their legal bill. Our little capitalist then brought interlocutory proceedings against them saying this was an abuse of public money. The judge agreed with him and said that they had to pay their own legal costs. This whole case was settled out of court in the favor of the little capitalist and that was that. Right lets get back to houses. For some reason, in Austria and Germany, home ownership is not viewed like it is here, but neither is renting. Those in charge over there do not allow their housing estates to become filthy shitholes. People who directly own their own homes look after them better. Look for instance at the houses near where the Oakwood pub used to be. The little 3 bed semis there were built 85 years ago,they are a little smaller than council houses built around the same time. The people that live in these house are not Professional classes of people, they are ordinary working class people who do the same jobs like what we do. Why are these houses standing after 85 years, when we are pulling houses down like those near Moores's bakery after less than 50 years that have had millions spent on them? We must have thousands of construction workers, earning good money now, who are living in council housing. Can we not motivate them into building their own housing for them to live in? With a bit of ingenuity,they could end up getting well paid for building their own houses. Such a scheme would be tax efficient as well if done correctly. If only a few hundred did it,you could build these houses on the old Clari site. The bonus would be though, when they moved into the new houses, you would get their old houses back to rent out to those that needed them. Lets face it, they are going to build houses on that old golf club site. We could again use the same idea there, chopping it up to make smaller sites for groups of our construction workers to deliver homes on.Once such an idea was up and running, they would all catch on. Over the years, I have heard much talk from lads about building their own homes. " If only we could get hold of the land" they say. My ideas will never come to fruition, and I will tell you why. It is because greed,jealousy, stupidity, and ignorance rule in Salford. It always has,and always will. Thats why we will never get anywhere. Tell you what, lets just send for Dennetts little capitalist shopkeeper mate to build some houses in Salford, but bear in mind, most of the people living in them will not be Salfordians, and the ones that are will be paying through the nose for the privilege. Lets move on to the Mayoral race.I accept Pauls view that he does not like the Mayoral system. I do like it. Why does he not stand on a ticket of abolishing the mayoral system? Its coming up for referendum soon anyway if we want it. An anti Mayoral mayor would be a good power platform to stand on. Lets face it, Dennett will not want to abolish his 70 grand a year job. I know nothing about tenant claim, so I did a company search on them.This outfit is run by 3 guys aged 61,60 and 38. Each of them only lists this company as their business interest. They have not been directors in the past of other companies. Our editor says over 100 people have signed up with them. The more the merrier, this is what I have advocated all along, these people deserve justice for all the crap they have been put through. Lets have no secret deals though. Justice must not only be done,it must be seen to be done.Lets have some banners hanging from the windows explain what our knights in shining Armour can do for these tenants. A bit of provocation, a bit of defiance against these bully boys from the council and Pendleton together. Once compensation sets in,its very hard to get rid of. I reckon five to ten grand apiece for this lot, they deserve it with what they have put up with. STICK WITH EACH OTHER PEOPLE AND FIGHT.AND GOOD LUCK FROM ME.

In Thorn, we've just had an unsolicited letter from 'Tenant Claim' , based in Altrincham saying they'll fight our corner. Anyone know if they're legit? I've done a Google search and they seem to be.

I Apologise for calling you a tory bob i take your word you are not if people remember the mayors position came about because an embittred little petty capitalist shop owner in Irlam got the hump because he was told to clean up and make safe his building which was an eyesore and dangerous and he then decided he would launch a referendum for an elected mayor this position was then foisted on to the people of Salford I campaigned with others to try and stop this nonsense i could not stand for mayor i would be an hypocrite.On the housing question i visited the Karl Marx Hof in Vienna many years ago i was interested in the architecture of Adolf loos the Karl Marx Hof a huge housing estate which was built to house Viennas working class the houses were run as a collective co operative in which everybody owned the apartment they lived in the rent paid was used to maintain the estates and maintain facilities which were free including swimming pools and sports grounds medical services libraries shops where food prices were kept low and affordable in essence no body needed to own a house they all owned the house estates like the karl marx hof estates could be built in the UK housing is a basic human need like food and heating no market should exist to profit from this need all housing should be Socialised so we all own the house.

I was only referring to Pauls first post of the day before, but his second, in response to my posting yesterday shows his one weakness,this view that anyone who is opposed to lefty labour is a Tory. How many times do I have to say I hate the Torys? Look at his mate Dennett.Look at him on that Manctopia program, right up the arse of that Tim Heatley, a multi millionaire property developer who said he couldn't knock a nail in. Look at Corbyn. Another of Pauls idols. He can't even sit in parliament now as a labour MP. Like I said before, If Paul stands for Mayor I'll vote for him,no matter what he says about me. Thing is, we got to get one candidate to stand against Dennett. Just one, not loads. Like I said,shit hits fan in March, I know it,Dennett knows it, all the political dissidents know it, the Salford Tories know it and they are worried in case they have to take control. Brilliant piece today by Paul.I only wish he could see that the labour lot are as bad as the Tories. We the working class of Salford are a bit like the Poles in 1939. We have 2 enemies that have political ideologies that are diametrically opposed and yet both ideologies are out to crush us.Paul says many of the houses that were said to be slums were not,and he is right about that, because we fixed up loads of them, only to be knocked down later. Paul is right when he says houses are for living in,not making money out of.The main point him and me disagree on is the fact of who should own them. I say the people who live in them. He thinks they should be owned by the council, presumably under the wisdom of some council tosser who knows about housing matters. Perhaps someone like Cllr Lancaster MBE. Cllr Lancaster is what you call a housing expert. Apart from being a councillor for 40 years here, his day job was as a housing manager for Manchester City council for about 50 years. We all know the wondrous housing schemes they built over the years. The people who build the houses should own them as well. Look ,at the minute, some of my old mates are pulling 2 grand a week on the tools. That money has to be found from somewhere. Would it not make sense to work the balls of these lads and give them 500 quid a week, and a half share of a 150 grand house each year? It would stop them pissing it up the wall ,and buying nice beemers like some of them have done that I know. We could keep the money here in Salford. Keeping the wealth generated by our work here. Its called autarkey. A good system, but its main proponent, was regarded as a little bit politically incorrect, so thats why it fell out of favour. It does work though. If Paul could get Labour out of his mind, I think he would make an ideal Mayoral candidate, a good alternative. When the shit hits the fan in March,there will be a political vacuum that needs filling. Something a bit left radical might fit the bill. I disagree with Paul on a lot of things, but I'll tell you what, I'd vote for him in a Mayoral election.

What glaringly sticks out from this story is the way working class people are treated many of them who have worked hard all there lives and are now being treated with contempt who have neither fiddled or robbed others to own a house or inherited it off mummy and daddy They are at the mercy of a system which kicks them when they are down give these people the money to heat there homes use the rent money so they do not freeze this is the consequence of housing becoming a business making money out of a basic need i remember Roy Murphy worked for shelter in the late 60s early seventies he worked in lower Broughton he was one of the people who created a group to rid the slums so called in Salford and some were slums many were not me and my friends were given the job of delivering leaflets advertising meetings calling for direct action and protests and the demand for better housing he always used to say houses are for living in not making money out of and housing was a right not a privilege how right. The other grim statistics of the story the fact that people cant afford to heat there homes once again the poorest are paying the price for a so called green economy with out concern for there care or welfare and without being given the money to survive its a disgrace these expensive heating systems are being installed and many have been misled lied to by being told that the heating will be cheaper when a friend of mine complained he was given a pair of gloves and a hot water bottle along with a bob hat to keep warm he is a pensioner along with a crisis in housing energy the NHS and the starving of children the Appaling way this government have responded to the covid pandemic we should be ready to take to the streets when it is safe to do so to demand that people should be put before profit its time for a social revolution stand up and fight we beat these gangsters in 73 74 and got rid of thatcher and the poll tax the meek wont inherit the earth. in the mean time will some body with a bit of bottle who can help the people stuck in this awful nightmare do just that immediately.

These people that Paul goes on about,the ones who voted for the stock transfers. Were they the same ones who were asking for compensation when the housing providers came round to put new kitchens and bathrooms in? compensation for "disruption and in-convenience"? What about all the people who paid for new kitchens and bathrooms for their own houses, only to see them knocked down under pathfinder. @ Rossi the knob: I reiterate, go around there and call some lads "Soft bastards", and see what happens. Those flats probably whistle like mad, when I had my new windows put in there was drafts everywhere, only when the final finish was done did that stop. With all that cladding off there will be drafts everywhere. People have a right to a warm home, despite what you think they should do. I layer up myself sometimes to save money, but it's a human right to have a warm home, especially when you're getting on in years or have an underlying condition.

Some of the comments on here are outrageous. I feel so sorry for the people caught up through in incompetence of others in these cladding scandals. Just for comparison - I live in a 1930s two bed council house. I have a 20 year old baxi combi boiler and a wife and 2 small kids. My monthly gas bill is £42 and my monthly electric is £20 (i pay on direct debit)... not only is the cladding/insulation a scandal- so is the fact that energy companies are allowed to charge people who are on meters/cards a much higher tarriff than me. I had a terrible battle to get British Gas to change me over from card meters to a monthly payment even though I have a good credit rating. This is another scandal that government (both local, and national, labour and conservative) does nothing about. I halved my bills when I went onto direct debit. (and lastly Rossi you are such a nob I will never be in your fan club - even lovely Alice thinks your a tit)

At the end of the day, the Pendleton tower blocks are over 50/55 years old and can't last forever. Spruce and thorn courts was built in 1969, Eddie Colman and John Lester courts(students digs) was built about 1966. Magnolia, mulberry and sycamore courts was built in 1966/67, all very old buildings. I assume beech, salix, malus, hornbeam and whitebeam courts was also built in late 1960s. There have wasted millions and millions of pounds on putting the cladding on about 8/9 years ago. New swanky blocks of flats should have been built on the old Clarendon high school site and the old blocks should have been demolished. Lots of old people live in these eyesores blocks and are freezing cold because now most of them are terrified to go out because are scared of catching anything. Salix and the council should pay all the tennants the heating bill. End of.

Well he was a new kid on the block misled by bigger boys perhaps some wiley people on salford council you know and when he had the power to change things he did does not alter the fact that he initiated the building of council houses for desperate Hpmeless families to live in and if you were one of those families you would appreciate what he has done to help and it is a positive that is the point so on that he should be given credit we can all make mistakes i dont speak for Paul Dennett i observe policy now what he needs to do is bring all former council housing back under control of the council borrow money off the banks build ,more housing bring back direct works and repairs under the council and stop any more privatisation of council services and please do not accuse me of re writing history i made a mistake nothing sinister and did not re call that paul dennet was a member of the council at the time thanks for the reminder Stephen.

All the housing association that run Salford council properties are removing cheap to run Gas fires and making them use expensive central Heating. Central Heating can cost up to £8.00 per day in cold properties, whereas Gas fire can cost around £1.10 per days. I tried to ask why and was told for safety reason. But the truth is they do no like paying the twice a year service charge by Liberty Heating. One Engineer even told me he was told to condemn gas fires so they can be removed. even Blow heaters can cost nearly a pound per hour on 2KW setting.

An absolutely appalling situation the tenants find themselves in a terrible situation which needs to be solved forthwith.It gives me no pleasure to say tenants were warned of the consequences of allowing Salix /Pendleton together to take control of the housing stock which was under the control of Salford council up to 2014 when a ballot was held to transfer from the council to Salix a private housing business and i mean business after a 58 per cent turn out 5 thousand 360 out of 8 thousand 500 tenants voted to transfer to Salix on a 61 per cent turn out. Salix housing spent 1 million pounds to achieve this result they offered tenants along with threats/ inducements to win the ballot/vote of new bathrooms new kitchen units and a new upgraded heating system for all tenants and other investments a rosy future for all Salix opened up a shop on Salford Precint fully fitted out with the new bathroom and fitted kitchens for all to see a lovely brochure was produced and tenants were told that if they did not vote for the transfer in the ballot they would get nothing very fair and have to live with the rotting kitchens and bathrooms and inadequate heating systems for ever apparently and a further inducement to the then city council was that a debt owed to the tory government would be written off some where in the region of 65 million pounds i ask what happened to the capital receipts money raised from right to buy which was supposed to be given to Salford council to reinvest in building more council properties to re place sold council properties you could not make that one up another tory con to go on the list of corruption. Defend council housing a group dedicated to saving council housing of which i and other trade unionists and community activists were members set out to counter the arguments against stock transfer with support from the Salford star with 600 pound between us we organised meetings through out the city and made the points that if tenants voted for stock transfer they would lose the rights they enjoyed under the control of the council and have to sign an assured tenancy agreement making the secure tenancy agreement void which meant tenants could lose there properties with a small amount of arrears and lose other safety clauses and tenures of security preventing eviction we also pointed out there would be increased service charges less accountability and loss of control of homes they had lived in for many years, How Paul Dennet can be blamed for all this is beyond me he was not around in 2014 others must take the rap for this the only door that needs banging on his ten downing street the present Salford council are the only council to start to address the housing crisis by being the first in 50 years to build council housing i think Paul Dennet should be given credit for it.A starts been made with the removal of the concierge already saving money money must now be found to provide free heating to give to tenants to keep warm and the NIBE heating systems got to go along with the so called smart meters because they obviously do not work i have a friend in Albion Towers which as the same system and his bills have trebled. The blocks are a problem they are getting old and heating them will be a problem whatever they are covered with new houses should be built on the site of Clarendon school empty for years terraced houses with gardens the council could borrow the money from the banks and pay it back from the rent create work for builders that is what worked for fifty years it created homes and jobs and secure housing for all the alternative ghettos for the poor.

I've heard along the grapevine that the fools at the town hall are planning to build a hydro electric turbine on the Irwell at Littleton Rd and that its going to cost a fortune to construct !! maybe they could use the electricity generated to heat these flats !! but then most likely not -- as it will take years to build and then get effed over by the first big irwell flood - and hundreds of thousands of taxpayers money will just get flushed down the river --- yet another Salford Council hair brained scheme - thats gonna cost us (not them) and never turn a profit -- just like that white elephant stadium.

Why have the fire marshals been kept on? There is nothing to burn if the claddings been ripped off? Is this a case where the council has contracted them for a certain time not knowing when the cladding was to be got rid of? And then ,when they realized their folly,decided to keep them there just because they had paid for them. Come on Paul, think of something. If you come up with anything , perhaps those on the block might do something positive. How about hanging protest banners from the windows? That won't cost much.

Like many readers here, I am totally in sympathy with the people on these blocks, most of them who are on low incomes. The thing is, these blocks have not been sold off,they are still owned by the council. The buck stops with them, and it stops on Dennetts desk. Of course, phone as they like, this little rat will not speak to them, of that I am sure. So why do not a few of them go and knock on his front door at Albion towers and ask him. He says he is a man of the people, and likes to live among them. Why dont the go and see Miss Becky as well, shes only on Langworthy road. As was reported the other week, our mayor has got millions to offer multi millionaires when things go wrong . like the one on the Crescent cop shop site. I heard the offer made to this guy was over a million, but it wasn't from the horses mouth. Lets hope the forthcoming case on that one shows the people of Salford what our politicians are made of.Have any of these people ever gone and seen the legal people at shelter. these people are good at tennant rights.? There must be a legal course of action against the council.Its the only thing they understand. What does Paul think these people should do? I am sure he would think of something if Robin Garrido was Mayor instead of Dennett? Its a crime whats happening to these poor people.

Who planned that the cladding be taken off at the start of winter, before the replacement cladding was ready? Especially as they've kept the fire marshals on. There seems to be no joined up thinking.

We’ve had our cladding taken off finally after 3 years, but there are so many holes in this building it’s like a collinder. Pendleton Together has givern us £50 for Dec/jan and £50 Feb/March to go towards our electric bill....that isn’t even £1 a day £25 a month. I can really feel the difference and if I had one of those heat detectors and went outside you would see everyone’s heat is just goin outside.... These flats now are fecking freezing the only place that is warm in my flat is the hall.... We all nearly have smart meters and I’m using £5 a day or just over when we had cold temperatures, we havnt gone through jan Feb or March yet so god help us. My block is one of the highest Thorn Court.....and it’s fecking freezing....done everything I can to try and keep my flat warm...not a cat in hells chance of doin that.🤬🤬🤬🤬

A WHIFF OF FREEDOM AS RESTRICTIONS ARE EASED

Salford has 7 new coronavirus cases, down from the previous day's 14, while the seven day rate per 100,000 population now stands at 30.1, down from 30.9. There have been no new virus-related deaths announced by Salford Royal Hospital.

Today sees restrictions eased and the first whiff of freedom in over a year. It's also the final coronavirus bulletin from the Salford Star which is closing. Here we look back over 14 months of the pandemic and the absolute communication failings of Salford City Council and its City Mayor.

The Griffiths brothers of Higher Broughton are kind of infamous as the only people to be forcefully evicted from their house as part of the Pathfinder 'housing market renewal' project during the first decade of the 21st Century.

Here, Guy Griffiths, now living in 'sunny' north Wales and one of the main inspirations for the Salford Star's creation, writes the second part his own personal view of the Government project that devastated communities throughout Central Salford.
