SALFORD FLOOD VICTIMS ANGER AT MAYOR, SALIX HOMES AND ENVIRONMENT AGENCY
|
|
Star date: 21st January 2016 LOWER BROUGHTON COMMUNITY FURY AT FLOOD MEETING Last night, a jam packed meeting about the Lower Broughton floods saw the community vent their anger at Salford Mayor Ian Stewart, and representatives of the Environment Agency, Salix Homes, Greater Manchester Police – and local MP Graham Stringer who didn't show up. As people told their stories of `chaos' on Boxing Day and being `left in the lurch' afterwards, the authorities apologised and admitted numerous failures... "After four weeks we're still being fobbed off..." said one disgusted resident after the meeting. Full details here...

Last night, at River View Primary School in Lower Broughton, over 160 people packed into a hall to vent frustrations and demand answers regarding the handling of the Boxing Day flood which left many lives devastated. After residents told personal horror stories of their experience during the flood and since, Superintendent Mark Kenny of Greater Manchester Police, Salford Mayor Ian Stewart and Salix Homes Chief Executive, Lee Sugden, left their seats on the top table and went to personally apologise to those concerned, noting down addresses and details. It was a meeting fraught with acrimony, during which agency representatives speaking were subject to constant cat calls, none more so than the Salford Mayor who, at one point, asked for a vote as to whether he should carry on talking... "You left us in the lurch" shouted one person... "The residents dealt with it themselves, not you..." shouted another, as Stewart struggled to make himself heard... "I'd be sick as a pig if I was you" the Mayor began "...The best laid plans didn't go right" he added, before promising a full report into the disaster. Graham Cooper, from the Broughton Trust, directly challenged the Environment Agency on the lack of warnings... "We were told there was no flood problem...Why, when I phoned you at 1pm did you ignore me...why did you ignore what local people were saying?" The Environment Agency rep admitted that "our flood warning struggled to cope" and promised drop-in sessions for residents to "find out exactly what happened on the day"... Stewart promised to review "all the failures" to "learn from mistakes" - one of which was the plan to use River View Primary School as the main evacuation centre, even though it was right in the middle of the flood plain. ... "It was chaos" said one resident, while Irwell Riverside Councillor, Jane Hamilton, said her experience of the night was trying to get residents to go to the Beacon Centre, while Fire and Rescue staff were being told, wrongly, that it was full... But it was the experiences of residents themselves that shocked the authorities, forced to face the community for the first time en mass. Stories ranged from a 75 year old lady being left by the police on a step, waist high in water...to a mother struggling to get her disabled son to safety...to an 85 year old lady's plight being ignored despite appeals and radio pleas from her family... "On the night of the flood no-one came near Flora Drive and we got it worst" said a resident "There were old aged pensioners, disabled people...nobody was there for us..." Residents were also scathing of their treatment since the flood, with elderly people still left with no hot meals, families still living surrounded by the remnants of sewage water and streets remaining covered in sludge... "Salix left me to struggle for three days" said one elderly lady... "There are people still struggling" added another resident "No-one is going out to people, you are doing too little and we are fed up of being let down..." A disabled mother explained that she was still living in a freezing house with her daughter, with four big holes in her kitchen after the flood came in through her sink... "There was poo floating...yet we're told it's not contaminated...No-one has come to clean it up...I can't live with it any more...". Another mother added that she has two kids, two jobs and "I've got to pay rent for a house I can't live in..."... "We can't afford to move", said another, poignantly. Graham Cooper summed up the mood of the meeting when he said "You feel that questions aren't being answered here...We've listened for two hours of what people have been living with for weeks and there's a lot more questions that need answering; these people need reassurances about what you are going to do next. I've not heard anyone say `We're trying to make sure it won't flood again'..." He criticised Salford Council for allowing new buildings on land that should soak the rain... "Life should come before anything else" he said to massive applause. Others slated United Utilities for the state of the drains which caused the first floods on Heath Avenue, the Council for making people go to Swinton to get sandbags – "stupid" agreed the Mayor – and the role of Peel Holdings which controlled its own Ship Canal flood gates, with many suspecting the company saved its Media City property at the expense of Lower Broughton. Meanwhile, Broughton and Blackley MP, Graham Stringer, was lambasted for his non-attendance... with residents insistent that their `disappointment with him not turning up' was formally minuted... "He's a waste of space" said one resident "What can be more important than turning up tonight? He should have had the balls to be here..." Apart from the politicians and agency representatives getting a proper Salford ear bashing, all that came out of the meeting really was the promise of Environment Agency drop-in sessions to find out what went wrong in Lower Broughton on Boxing Day. Even the £1million fund announced by Salford City Council this week (see here), failed to placate people... "It's not about the money" said one resident "This is about our lives..." After the meeting, residents were still furious... "It was rubbish, a load of bollocks really"... "No-one has actually explained anything to us"... "We've just been fobbed off, again"... "Four weeks on and they only came to spray my house yesterday...a bit late I've been living in it for four weeks...I've had nothing yet, no dehumidifier, nothing"... "I've lost everything and I've lost heart in it all..."

| I would just like to add a comment for anyone who would like to listen. I too was flooded and have posted comments on the lack of the authorities, salix and the council present on and immediately after the flood. We who experienced the flood know what we saw or didn't more to the point. Buts this is for information, I own my house so have had the insurance do their usual stuff and from this have learned a few things. Drying out the property with the plaster and wood still on the walls is not the way it should be done, removing the plaster and the wood should be carried out first, then the drying process can begin. There is also another reason this should not be done in these properties, the ASBESTOS tiles which when wet are safe however you dry the tiles and they crack therefore releasing particles into the atmosphere. the builder will not commence work until the tiles have been removed, the asbestos removers are attending my property tomorrow to price up for the insurance and hopefully give me a date to remove the tiles, Is anyone out there thinking of suing these people, to a degree a year of our lives has now been wiped out,it would be interesting to see if a solicitor reads all about what's gone on and whether a case against all of the relevant parties could be brought for negligence from start to finish. Small rant at the end but I will keep you informed about the ASBESTOS Tiles. |

| If the Mayor did know that the river was about to come over on Boxing Day, and didn't take measures to warn people, then that's disgraceful. It really is. I have heard since, that on Boxing Day morning, before the flood, a few residents asked the sprinkling of Environmental Agency employees near to the river, whether they thought it'd spill over. They thought it would, and yet there was no warnings. Couldn't be bothered getting emergency measures in place, despite supposedly knowing what was about to happen. |

| Salix Homes were out and about the day after the flood, Dec 27th. I did not receive any warning, despite, as I have mentioned, being logged to that waste-of-time Flood Warning line provided from the Environmental Agency. I wandered around Salford hours before the waters came in, seeing what it was like in Kersal, down in Peel Park etc. The Agecroft Cemetery was flooding, but still I awaited the call from the EA. Experiencing of this flood will at least stand me in good stead, and I have now made provisions to store the less valuable things on ground level. In a way, that is what the authorities have done with the likes of us, the social house dwellers, putting us on ground level, all new builds being above and out of danger. We aren't as important, need replacing anyway. I am also confused a little as to why Kersal didn't seem to be flooded as bad as in the past, not that I wish it on anybody. But, then, again being a cynic, perhaps it was important measure by the men with the controls to push water away from the multi-million pound flood basin on Littleton Road. Imagine red faces, if down there would have gone first? |

| Well written, sums up the mood perfectly. Alot of questions especially flood warnings not given in the old fashioned way (Police knocking on doors/megaphones) flood gates opened/not opened at the Docks, to save Media City are valid questions and need answers, so lessons will not be repeated in the future.
@ Alan, Your comments I feel are very valid. It's sad. |

I remember at least once a year gully vehicles comes round our area many years ago cleaning out the drains, but this no longer happens anymore, now the rain water has now where to go because the drains are blocked. Why don't the council reintroduce this service. This is a classic example of penny pinching in the short term that has a major impact in the long term. Or maybe the drain are blocked through all the shady dealings that salford council wash down the drains, when the people of salford get to close to finding out what shady dealings our elected labour councillors are getting up to......
Ps has Paul Wilson, labour councillor for weaste and seedley lost his bottle, come on Paul, answer the questions I put to you on the other page..... WARRING SALFORD LABOUR PARTY ORDERED TO GET A `HEALTH CHECK’. Wants to be elected mayor of salford, but dosn't like answering difficult questions, that's right isn't Paul Wilson, labour councillor for weaste and seedley.

| One can only expect that kind of response to a flood, or emergency from a gang of crooks!
These so called 'officials' have one thing on their minds, and it isn't serving the people who pay their wages!
I would ask for a tax rebate, or better still I would withhold my tax until services are delivered. In other words - put the Council, the Police, and all thee other local officials on a 'pay as you serve' contract. Don't pay them until they start delivering the services they are supposed to. |

Your comments are idiotic and shows your maturity (are you 12). And if YOU are so concerned about accuracy feel free to visit my avenue and tell me and my neighbours how wonderful salix were. And I suggest you stick to the beans, because the Saford Star is for grown ups! |

| I was not at home the night of the floods as I was in A/E all night with my 91 year old mother who was very ill. I got home the next morning and was completely devastated and heartbroke at the state of my lovely home and all of my neighbours homes as well. I lost everything downstairs. I am a home owner so I have been left to fend for myself and "Get on with it" Not ONE "official" person has knocked on my door and had the decency to ask how I am. I am living in utter squalor but no-ones gives a toss, The surrounding area is still an utter disgrace. Not ONE road sweeper has been seen on the estate since a few days after the floods. My elderly neighbours are fed up and sick of living in these disgusting conditions.
The meeting last night was a total farce. The bloody Mayor spent half an hour talking all about the floods on boxing day. We all bloody know about them as we were in them. He talked a load of shite. And as for the MP....well....I rest my case. The coward did not show up. Nothing was resolved last night other than people eventually let off steam and anger to these so called "caring" people....The only people that care about us....is.... US...the community and all the neighbours. |

| Ian Stewart on Boxing Day or the day following was on Radio Manchester saying how well things had been handled, obviously he had no real idea as to what the residents of Lower Broughton had been through. Now promising to review all the failures and review .........how many times do Salford residents need to hear this.........sure by now the Council must have it on tape.
Seeing as Lower Broughton has flooded before what happened to any planning for such an event.........I would have thought that contingency plans would have been in place. If they were in place what went wrong with these. Yes it was over a Bank Holiday but lets be honest disasters are not dependant upon a calendar. Yes Salford Council and Mr Stringer need to stanf=d up and be counted but lets not forget the millions Central Government have removed from the Flood Defence Programme and the staff cuts the E.A face. |

| It is utterly unfair to say that Salix staff did nothing to help. They did, and continue to do a great deal to help. A large number of staff were straight there on Boxing Day and every day after. Not everything can be prevented. Floods are awful. But the community turning on itself in this way - what does that do? Salix staff, council staff - they still live or work in Salford, they certainly love it or they wouldn't do the jobs they do. The Salford Star is a ranting mag is incapable of writing anything balanced or objective. It exists to shit stir and create division. |

| The anger heated the room last night! There were so many personal stories of fear, confusion and anxiety. The panel of those responsible for the services sat quiet, shocked, I felt, by this fury. Those panel members who spoke defended their efforts, explained what they had tried to do and apologised for not getting to everyone. I felt they had tried but faced with such an unpredictable climate event were unable to cope and had not prepared for the worse possibilities. Extra police and the mountain rescue had been drafted in and the cleaning of muck from the affected roads had started early. But remember these vital services have received cuts and under stress show the flaws in this policy. The meeting may have been an event to vent some anger but now all energy must go towards effective plans for the future because these weather changes will get worse and be more frequent. We need this fact high on the future agenda. No more recriminations, no more apologies. Now, those with responsibilities must speedily sort out individual cases, then get on with a thorough plan that ensures future safety. |

| Forty years I've lived in my home close to the bank of the River Irwell; only once - back in 1980 - can I remember it getting so full, water flooded from the grids.
The Boxing Day 2015 fiasco has worried me. Back then, the authorities seemed to manage better. There were sandbags and loudspeaker warnings.
Fast forward to modern day, the post Christmas version, and there was nothing... not even a phone warning from the Floodline despite refreshing my registration that morning.
Once flooding has happened, there's good chance and worries it will again. Why spend lots on making your home nice, when this can happen? The reaction of the authorities, supposedly here to protect us from such instances, leaves me concerned.
I know it is easy to criticise, but when your (Graham Stringer - go to your room) MP doesn't even attend a meeting to front his people, what chance have you?
The new-builds, are situated on higher ground, so they will be untouched by flooding, hence leaving the social homes to take the brunt.
By their lofty position, those plush new builds have increased the chance of future floods to the lower ground properties. Yes, the social estate has now become the grid.
I witnessed the water coming over on Peel Park bridge onto Meadow Road, drifting passed the new houses down there, protected on raised ground, but heading towards my home.
The plan worked. It is annoying when new homes have (and will be) built near the river, on higher ground level, which will put extra stress on the ability of the lower-level council estate to withstand. Personally, I think it's their way of getting rid of us... It is a sick plan.
I think this is the start of the end for my home of 40 years.
Why, they may ask in private meetings, should a council estate be situated near to a money-making ticket of its river.
Millions of pounds could be made, they may have discussed, by situating apartments in their place.
A cunning plan, that I, a thick lad from a council estate could imagine?
Call me cynical. I'd prefer a realist. |

| Labour, when the tough get going labour fail to turn up for the ball. What of Mr Stringer? The response was a disaster, it took me four hours to return from work that night I only glimpsed as what these people were suffering. It's only when there is a disaster and you see how your leaders react you see their true worth. Labour were left behind at the starting blocks only calling out the flood defences worked tell that to the poor bastards still living in the mess their lives ruined. The Government failed these people and their First port of call the council where out to lunch. |
